Senior Procurement Manager | NHS AfC: Band 8a
Employer: East Lancashire Hospitals NHS Trust (One LSC). Location: onsite at one of the One LSC site locations (Blackpool Teaching Hospitals NHS Foundation Trust, East Lancashire Hospitals NHS Trust, Lancashire Teaching Hospitals NHS Foundation Trust, University Hospitals of Morecambe Bay NHS Foundation Trust or Lancashire and South Cumbria NHS Foundation Trust) with travel between sites as required.
One LSC is a collaborative shared service formed by five NHS Trusts serving Lancashire and South Cumbria. It brings together Digital, Data and Technology, Estates and Facilities, Finance, People Services and Procurement and Logistics to deliver value for money and reduce duplication across partners.
Main duties of the job
- Focus on delivering value for money on projects while ensuring legal compliance.
- Support the procurement strategy within the procurement tower and contribute to the achievement of balanced scorecard targets (savings/efficiency, compliance, customer service).
- Collaborate with stakeholders at all levels to present the procurement cluster as progressive and responsive, driving system improvement and efficiency.
- Contribute to the One LSC Procurement strategy and ensure commercial arrangements are optimised across the Trusts.
- Lead on high-value, complex and strategic projects and Model Hospital metrics relating to procurement performance.
- Coordinate work with NHS Supply Chain, Crown Commercial Services and CTSPs to maximise benefits.
- Provide professional procurement process support, including knowledge of EU regulations and required processes.
- Line management: manage Procurement Managers and Senior Buyers with objective setting and performance monitoring.
Detailed job description and responsibilities
- Take direction from the Head of Service - Procurement; work independently to deliver annual workplans that achieve savings and efficiency targets.
- Develop and deliver a personal annual workplan aligned with department objectives.
- Support customers with procurement strategy and ensure compliance with Trust SFIs and procurement legislation.
- Support professional development within the Procurement team.
- Work with senior procurement colleagues to ensure coordinated delivery of strategy across One LSC.
- Support and guide allocation of projects, sourcing of goods, equipment, materials and services with value-for-money and integrated procurement approaches.
- Ensure stakeholders understand and adhere to procurement processes.
- Lead on ensuring collaboration with other One LSC teams and external partners to maximise benefits.
Working for our organisation
One LSC Procurement provides strategic procurement, commercial, logistics and supply chain services to the Trust Partners. The service is hosted by East Lancashire Hospitals NHS Trust and comprises four service lines: Procurement, Strategic Relationship Management, Systems & e-Commerce, Logistics and Supply Chain. The aim is to deliver joined-up services and realisation of benefits across partners.
Person specification
Qualifications
- 5 GCSEs including English and Maths (grade C/4 or above).
- Expert knowledge of procurement strategy via MCIPS or NVQ level 4 plus MBA or equivalent experience.
- Vocational courses relevant to the post; willingness to undertake further study.
Experience
- Purchasing experience with team management in a Trust, shared service or large organisation (~5 years).
- Experience providing leadership and advice on complex procurements to senior stakeholders to deliver projects or SLAs.
- Experience in a busy, target-driven team; developing and monitoring savings plans.
- Experience managing third-party organisations to deliver cashable benefits.
- Experience interpreting and handling highly complex information; knowledge of risk management and health & safety awareness.
- Experience planning and implementing procurement strategy.
- Experience developing procurement staff and leading procurement teams.
Knowledge and Skills
- Expert knowledge of EU Procurement Law.
- Working knowledge of MS Office (Word/Excel/PowerPoint) and data analysis.
- Strategic planning for high-spend procurements; ability to lead and influence at all levels.
- Tendering expertise, including high-value procurements.
- Strong written and verbal communication; ability to deliver results under pressure.
- Must be able to travel across sites; NHS/government and public sector finance knowledge; advanced MS Excel.
