Overview
The Station Health & Safety Advisor (SHSA) is responsible to the Head of Establishment (HoE) for the management of all health and safety matters at RAF Odiham and ensuring all applicable Legislation, Regulation and MOD Policy is being met. The post holder will be required to provide SME support to the site's operational activities and outputs and will proactively seek to improve H&S performance, culture and relationships with relevant stakeholders. The SHSA is responsible for maintaining their knowledge with changing legislation and MOD policies and ensuring Station Safety Management Systems are updated to reflect these changes. You are responsible for identifying and bringing to the attention of your Line Manager, your own training development needs, and possible solutions to support the key objectives and outputs required by your job role (Professional Development and Personal Development). Under the Health and Safety at Work etc. Act 1974, and iaw JSP 375 Volume 1, The Management of Health and Safety in Defence, you are responsible for taking reasonable care for the health and safety of yourself and others who may be affected by your acts or omissions. You are to comply with all published safety regulations and conditions. This position is advertised at 37 hours per week.
Key responsibilities
- Act as the SO2 lead advisor for Health and Safety matters for Station. The SHSA also acts as the Radiation Safety Officer.
- Provide specialist technical and administrative advice for the Station on all aspects of health and safety management, seeking more detailed advice from SO1 AIR Ground Safety, the RAF & Army Environmental Focal Points (CESO) and the DIO\'s Professional & Technical Services (PTS) where appropriate. Assist the HoE in discharging health and safety in aspects of Station functional safety.
- In role as Radiation Safety Officer (RSO) act as the main focal point for Station.
- Seek more specific advice from TLB focal points (e.g. RAF/ CESO Army/JAC and DIO EOLM) as appropriate; advise and assist the Head of Establishment, the Station Executives, and all other station personnel on all aspects of Occupational Health and Safety (H&S) and the implications for the Station.
- Deliver an audit programme to assure the HoE that Stn output is delivered in accordance with HS&EP statutory requirements, policy, and process; where possible, conjoin this audit with extant audit programmes.
- Ensure that accidents and near misses are investigated at a level proportional to the severity of the accident; assist Line Management in the completion of investigations and provide advice to prevent re-occurrence; refer any significant safety concerns to the Commanders.
- Ensure that all accidents and near misses are reported using the MOD Functional Safety Incident Management System and to the Health and Safety Executive (HSE) as required under RIDDOR; maintain records of accidents and dangerous occurrences and present the results at the quarterly HS&EP meeting.
- Function as escort to visiting HSE, Local Authority and Higher HQ (CESO) inspectors, calling upon the Station Environmental Health Technician (EHT) as necessary; advise CESO for the RAF and Air Command of the intention of HSE or Local Authority to undertake investigations or inspections; coordinate completion of actions raised from such visits, inspections, and audits.
- Ensure that the RAF Odiham SHEF Manual, HS&EP Management Plan, Site Risk Assessments, Major Accident Prevention Policy, and other pertinent documentation are maintained; provide support to the HoE during HS&EP meetings.
- Function as the Station Hearing Conservation Officer and as Deputy Radiation Safety Officer; in the absence of SEPO, provide EP advice to the Head of Establishment and Station executives; function as Line Manager to the Deputy SEEPA, and EFFP.
- Ensure compliance with changes to Health and Safety Regulations and Policy.
Qualifications and requirements
- NEBOSH National General Certificate in Occupational Health and Safety or equivalent Level 3 qualification.
- Completion of the MOD Noise Risk Assessor course (or to be completed within nine months of taking up the post).
- Completion of the MOD Ionising, non-ionising, and laser Safety Officer courses (or to be completed within nine months of taking up the post).
- Desirable: NEBOSH Diploma in Occupational Health and Safety or equivalent Level 6 qualification.
- Desirable: Completion of MOD EP courses.
