A public service organization in the West Midlands is looking for a Strategic Asset Manager to lead their long-term asset management strategy. The role involves overseeing portfolio-level decision making, ensuring compliance with housing regulations, and developing sustainable asset strategies. The Strategic Asset Manager will lead the development and delivery of the organisation’s long-term asset management strategy, ensuring that homes remain safe, compliant, sustainable, and financially viable.
This role centres on portfolio-level decision making, data-driven investment planning, and aligning stock performance with regulatory, customer, and sustainability objectives. It plays a pivotal role in supporting compliance with the Regulator of Social Housing, the Building Safety Act, and the organisation’s broader corporate plan.
Lead the creation, review, and delivery of the Asset Management Strategy, ensuring alignment with corporate objectives and regulatory requirements.
Develop and maintain robust 30-year investment plans, utilising comprehensive stock condition and financial data to support evidence-based decisions.
Conduct option appraisals for stock—retain, reinvest, dispose, regenerate—supporting executive and Board-level decision making.
Ensure asset strategies advance net zero, decarbonisation, and sustainability targets.
Own and continuously enhance the quality and integrity of asset data, including stock condition, compliance, and energy performance.
Utilise data analytics to assess stock performance, identify risks, and prioritise investment.
Translate complex asset data into clear, actionable insights for senior stakeholders.
Ensure asset strategies fully reflect the requirements of the Building Safety Act, fire safety, and wider health & safety legislation.
Collaborate closely with compliance and building safety teams to prioritise high-risk buildings and higher-risk stock effectively.
Support the organisation in maintaining excellent regulatory outcomes (e.g. C1/C2 ratings).
Support long-term business planning by ensuring asset decisions deliver value for money and safeguard the organisation’s financial viability.
Balance investment, risk, sustainability, and customer outcomes within agreed financial parameters.
Contribute to capital investment forecasting and scenario modelling.
Act as a trusted advisor to senior leaders, finance teams, development, sustainability, and operations.
Prepare and present comprehensive reports and recommendations to the Executive Team and Board.
Engage with external stakeholders as required, including consultants, local authorities, and regulators.
Significant experience in strategic asset management within social housing or a closely related property environment.
Strong understanding of housing asset management principles, life-cycle costing, and investment planning.
Demonstrable experience working with stock condition data, asset systems, and financial models.
Sound knowledge of housing regulation, compliance obligations, and the Building Safety Act.
Ability to influence senior stakeholders and translate data into clear, strategic recommendations.
Strong analytical, reporting, and communication skills.
Professional qualification in housing, construction, surveying, or asset management (e.g. RICS, CIH).
Experience supporting decarbonisation or net zero strategies.
Previous experience presenting at Board or Executive level.
