Job description

The Office of the CIO Manager is responsible forthe design and development of change process, governance and associated formal reporting across Digital Services to meet mandates and defined standards of excellence.

Leading the Office of the CDIO,the post holderensuresthat Digital Services as a division are delivering activities aligned to the Trust and digital strategicobjectives.

The post also ensures the Digital SMT are informed about key areas of focus, through 'deep-dive' analysis and reporting.

Main duties of the job

Work with the CDIO, CCIO'sandAssociate Directorsto define the medium-termobjectives across Digital Services, lead across digital services tomonitorprogress of activities contributing to the delivery of the digital strategyobjectives. Develop formal and informal reporting methods to communicate progress on activities.

Business Administration

Lead the Digital Services business planning cycles, provide leadership to the OCIO business administration team, working with senior managers across Digital Services, lead the coordination of a consistent risk management and reporting process.

Digital Change and Governance

Responsible for development and implementation of the Digital change management policy. Provide guidance and oversight to continuous improvement of change management processes and reporting systems.

General

Interpret and communicatehighly complex and sometimes contentious information.

Responsible for development of policies and procedures relating to the Office of the CIO.

Responsible for the management ofDigitalbudgets, ensuring Trust Standing Financial Instructions (SFIs) are adhered to.

Qualifications
  • Degree in a related subject or demonstrable equivalent experience
Experience
  • Leadership experience with a thorough understanding of change management processes Experience managing a multi disciplined team, motivating and developing staff
  • Track record of achieving service improvements through initiating the use of new methodologies and supporting the management of change
  • Understanding of finance and procurement processes Experience developing strategies/ strategic planning and tracking progress using KPI's
  • Experience as a senior manager within a digital team
  • Public sector experience
  • Experience of public sector finance and procurement
Skills
  • Excellent written and verbal communication and interpersonal skills to people at all levels within the organisation
  • Able to extract, interpret, manipulate, and present information in a meaningful way
  • Ability to proactively contribute to business cases, providing an effective and professional financial input
  • Ability to understand the impact of performance targets on digital change activities
