That's why we're looking for a Workforce Planning Manager to provide critical insight into the Strategic Infrastructure (SI) business on the overall resource and capability status of our development and delivery portfolio. You'll provide short, mid, and long‑range workforce plans, drawing insights from data to inform people strategy, capability investment, hiring requirements, and resource deployment across a matrixed project environment. As part of the role, you will enjoy exceptional exposure to the Executive Committee and senior leadership teams. You'll work closely with the Chief People Officer to provide critical insights to shape the SI People Strategy, as well as supporting the Workforce Capability Manager in designing capability uplift programs, career pathways, and future skills development. This role is based from Warwick and you can enjoy our hybrid working from office and home.
Core Responsibilities
- Develop and maintain forecasting models at the project, regional, and portfolio level, enabling short‑term (in‑year), medium‑term, and long‑term planning.
- Work closely on future workbook requirements to inform forecasting model, future capability requirements and recommendations of business requirements as a result.
- Identify critical skills, capability gaps, and resource bottlenecks across the major project’s portfolio.
- Produce and overlay insights such as attrition, mobility, hiring lead times, and external labour dynamics to create strategic workforce hypotheses and options.
- Utilise external benchmarks and referencing to ensure our development and delivery portfolio and projects are validated, tested and refined to be a world‑class delivery organisation.
Supply & Demand Management
- Act as custodian of workforce demand data and assumptions for all major projects.
- Monitor and assess workforce peaks, troughs and interdependencies to support redeployment, resource mix, and sequencing decisions.
Data Governance, Control & Integrity
- Custodian of an accurate and exhaustive resource requirements list across the SI portfolio – enabling a real‑time view of the spread of resource per project and at an aggregate level.
- Establish governance frameworks, controls, and checks that ensure data accuracy, timeliness, and integrity.
- Maintain consistent and logical structures, processes, and data models to support scenario planning and executive reporting.
- Work collaboratively with PPMO, HR systems, and Finance to ensure a single source of truth for workforce planning data.
Partnerships, Governance & Alignment
- Build sustainable talent pathways through partnerships with education providers, industry and government.
Insights, Reporting & Executive Decision Support
- Develop regular reporting cadence that highlights insights, risks, opportunities, and trade‑offs.
- Translate complex data into compelling narrative and recommendations for executive audiences.
- Provide scenario modelling and workforce planning strategies that ensure the right people with the right skills are available at the right time.
Stakeholder Engagement & Collaboration
- Build strong and trusted working relationships with project leaders, regional managers, capability development, finance and people function.
- Facilitate planning discussions, workshops, and governance forums focused on prioritisation and options.
- Represent workforce planning as part of project delivery and people governance processes.
Qualifications
- Proven experience in workforce planning, resource management, or HR analytics.
- Demonstrated ability to analyse data and generate actionable insights.
- Proficient in data management tools and advanced analytics applications.
- Excellent communication and stakeholder engagement skills.
- Experience in project management and contract management.
- Knowledge of advanced workforce analytics and forecasting methodologies.
- Strong customer focus and commercial acumen.
- Experience with digital transformation initiatives in HR or operations.
- Ability to drive performance excellence and deliver results within budgetary constraints.
- Proven leadership capabilities, including the ability to motivate teams, influence stakeholders at all levels, and foster a culture of continuous improvement.
- Experience in major infrastructure project development and delivery lifecycle/environments would be an advantage.
Salary: £63,000 – £75,000 (dependent on capability). As well as the base salary, you will receive a bonus of up to 30% of your salary for stretch performance and a competitive contributory pension scheme where we double match your contribution up to 12%.
