HSSE Services Manager

Location: Capenhurst Site CH1 6ER

12-month contract to cover a period of maternity leave

About the Role

We are looking for a proactive and experienced HSSE Services Manager to join our Directorate Leadership Team. This is one of four key roles supporting the Chemical Process, Enrichment, Site Services, and Waste & Decommissioning Operations Directorates. The work does have scope for hybrid working but there may be some weeks needed to be on site more often than others.

As the frontline HSSE Service Manager, you will partner with the HSE Shared Service and the leadership team to ensure the delivery of high-quality, timely, and risk-based HSSE services into your Directorate. You will act as the focal point for HSSE within your business centre, providing strategic guidance, compliance oversight, and expert advice on complex safety, security, and environmental matters.

Key Responsibilities
  • Collaborate with the HSE Shared Service and site departments to ensure service delivery meets quality and timing expectations.
  • Provide expert advice and guidance on complex HSSE queries to support safe, secure, legally compliant, and cost-effective operations.
  • Lead the planning and prioritisation of HSSE services in alignment with Directorate goals.
  • Promote and embed a strong safety culture across the Directorate.
  • Ensure the maintenance of certified Management Systems and delivery of effective Assurance Programmes.
  • Represent the Directorate in external engagements with regulators, standards bodies, and industry groups.
  • Plan and lead the delivery of compliance-related long-term goals, strategy, and mission in line with the HSE vision, with specific consideration to the needs of the Waste and Decommissioning function.
  • Provide leadership and oversight in the areas of:
    • Industrial safety (decommissioning)
    • Radiation safety
    • Nuclear safety
  • Maintain strong working relationships with regulators such as the Office for Nuclear Regulation (ONR) and the Environment Agency, ensuring effective communication and compliance.
  • Manage regulatory relationships, acting as a key contact for inspections, audits, and reporting.
  • Maintain an indirect reporting line to the Head of Site HSE, supporting wider collaboration across the HSE Function and serving as an escalation route for Directorate-level issues.
Directorate-Specific Focus Areas

Each Directorate has unique operational considerations. Your focus may include:

  • Chemical Process: COMAH, process safety management, radiation safety, industrial safety
  • Waste & Decommissioning: Decommissioning safety, radiation safety, nuclear safety
  • Enrichment: Nuclear safety (criticality), radiation safety, industrial safety
  • Site Services: Broad HSSE support across site infrastructure and operations
What We’re Looking For
  • University degree or equivalent operational experience.
  • Significant experience in safety management within high-hazard industries (chemical/nuclear).
  • Strong background in incident/accident investigations.
  • NEBOSH Diploma or equivalent Health & Safety qualification.
  • Experience working with operational leadership teams.
  • Excellent communication, presentation, and relationship management skills.
  • Deep understanding of regulatory environments and Directorate-specific hazards.
  • Demonstrated leadership in multi-disciplinary teams.
  • High-level problem-solving and analytical capabilities.
  • Commercial and business acumen.
  • Broad HSSE knowledge with expertise in at least one subject area.
