Overview

One of four (Chemical Process, Enrichment, Site Services Waste & Decommissioning Operations) Directorate HSSE Services Managers that provide frontline Health, Safety, Security and Environment (HSSE) advice to their Directorate and partner with the HSE Shared Service and CNO leadership to ensure appropriate service delivery into the business unit.

Responsibilities
  • Plan and lead the delivery of compliance related longer term goals, strategy and mission in line with the HSE vision, with consideration to the needs of the Waste and Decommissioning function.
  • Understand regulators such as the Office of Nuclear Regulation and Environment Agency and manage the relationship with Regulators.
  • Act as the focal point for HSSE services within the business centres, ensuring that the necessary advice and guidance in relation to compliance matters is in place and managed effectively.
  • Provide advice and guidance in relation to complex HSE queries, enabling the Directorate and the wider organisation to operate in a safe, legally compliant, cost-effective and consistent manner, reflecting good practice in support of business objectives.
  • Co-operate with the HSE Shared Service and CNO departments to ensure provision of the required services from within the HSE and CNO department to the required quality and at the required time.
  • Collaborate with the HSE Shared Service and CNO function as intelligent customers, ensuring each Directorate receives the support it requires on a risk-based approach, while providing day-to-day guidance and advice on strategic and cultural considerations.
  • Note that while there are consistent themes across the four Directorates (e.g., security, environmental protection), the Directorates have different operating considerations that impact the focus of the HSE Manager roles.
  • For each Directorate, align with the following focus areas: Chemical Process — COMAH (process safety management), radiation safety; Waste and Decommissioning — industrial safety (decommissioning), radiation safety, nuclear safety; Enrichment — nuclear safety (particularly criticality), radiation safety, industrial safety.
  • Provide leadership and task management oversight for HSE services delivered into the organisation, including understanding and collating demand for services, agreeing with the Directorate LT on priority of work, and coordinating with the HSE Department and CNO to ensure a consistent and resourced plan.
  • Ensure HSSE services are defined and executed to agreed service levels by collaborating with the HSSE leadership and CNO to coordinate delivery.
