Job Description

A growing Rail & Infrastructure contractor is seeking an experienced HSQE Manager to lead and manage all compliance, health, safety, quality, and environmental functions across their projects in the Eastern region.

This is a key role responsible for maintaining ISO 9001, ISO 14001 and ISO 45001 compliance, ensuring statutory and industry standards are met, and driving continuous improvements in safety performance.

You will work closely with project managers, site teams, and operational staff to provide guidance, carry out audits, review RAMS and COSHH documentation, conduct site inspections, and lead accident / incident investigations.

This role is office-based in Leeds with occasional site visits and requires a proactive, hands‑on approach to HSQE management.

Key Responsibilities
  • Lead HSQE activities across rail and infrastructure projects
  • Maintain and audit the Integrated Management System (ISO 9001, 14001, 45001)
  • Support and mentor project managers and site teams on HSQE matters
  • Review and improve RAMS, Method Statements and COSHH registers
  • Plan and perform site inspections, audits, and behavioural safety tours
  • Lead accident, incident, and near‑miss investigations with root‑cause analysis
  • Ensure compliance with CDM 2015, statutory regulations, and industry standardsSupport external audits and compliance processes
  • Promote HSQE culture through toolbox talks, briefings, and safety campaigns
Essential Qualifications & Experience
  • NEBOSH Diploma (or equivalent Level 6 H&S qualification)
  • IOSH membership (GradIOSH or CMIOSH)
  • Strong background in HSQE management in rail, civil engineering, or infrastructure
  • Knowledge of ISO 45001, 9001, and 14001, with auditing experience
  • Experience reviewing and improving site HSQE documentation
  • Strong understanding of UK H&S legislation, CDM 2015, and industry safety standards
  • Excellent communication, report writing, and stakeholder management skills
  • Full UK driving licence and willingness to travel to project sites
Desirable Qualifications & Skills
  • PTS / Sentinel card
  • Environmental qualification (e.g., IEMA Certificate)
  • Experience supporting external audits or managing principal contractor compliance
