Job description

We are seeking an experienced and forward-thinking Head of Service for Community Safety, Enforcement & Regulation to lead and develop a high-performing Enforcement & Regulatory Service. This senior role provides strategic oversight across Licensing, Environmental Protection, Emergency Planning and Enforcement, ensuring high-quality service delivery and modern regulatory practice.

Key Responsibilities
  • Lead, manage and oversee the council’s Enforcement & Regulatory Service, ensuring effective performance across all areas.
  • Drive the service improvement programme, addressing data and intelligence gaps and delivering business improvement plans.
  • Develop, implement and monitor the service’s work plans, ensuring clear outcomes and measurable impact.
  • Ensure robust systems, procedures and governance are in place for the appropriate and lawful use of enforcement powers.
  • Promote awareness, good practice, education and compliance across all enforcement functions.
  • Support the development and implementation of new systems, processes and procedures to enhance service efficiency.
  • Provide high-quality reports, briefings and information to senior leaders and stakeholders.
  • Undertake additional duties as required by the Head of Service, Assistant Director or Director.
Skills & Experience Required
  • Strong knowledge of enforcement and regulatory legislation within a local authority environment.
  • Proven track record in performance monitoring, service improvement and delivering measurable outcomes.
  • Experience presenting information clearly to a range of audiences.
  • Demonstrable ability to review and improve processes, policies and procedures.
  • Skilled in producing high-quality reports and strategic briefings.
  • Up-to-date understanding of enforcement law, codes of practice, statutory instruments and relevant frameworks.
  • Knowledge of the political, social and environmental context of crime and disorder reduction at local level.
  • Experience building and sustaining effective community and partnership relationships.
