Join Our Team as Head of Finance Delivery!

Are you a qualified finance professional who thrives in environments where your people skills are as valued as your financial acumen? Where innovation and excellence are core values? You will have accountability to support the delivery of budgets and accounts for a District Council with a Housing Revenue Account, within the wider support network of your own Business partnering team and peer colleagues for other District/Boroughs.

As the Head of Finance Delivery, you will lead the SHDC Business partnering team, ensuring effective management of the Council's finances. Your strategic leadership will enhance decision-making, support financial planning, and ensure legislative and policy compliance. You will coordinate and deliver comprehensive financial management and advice, impacting our client Councils significantly. You will also collaborate with the wider Finance Senior Management Team to find departmental solutions.

We seek an experienced local government finance professional to lead accurate budget monitoring for revenue and capital, ensuring timely financial reporting. You will develop and implement financial controls and collaborate with statutory Section 151 officers to maintain robust financial management. Supporting budget managers through guidance and training is essential. Developing your team and promoting a positive culture within the finance team are key priorities.

What you’ll bring to the role:

• Qualifications: Full CCAB qualification (e.g., CIPFA/CIMA) with ongoing CPD.
• Proven experience managing finance teams delivering budgets, management accounts, year-end reports, and in-year returns, with strong delegation and engagement skills.
• Previous experience in Local Government Finance, with strong knowledge of financial systems and Excel. Excellent communication and interpersonal skills, with the ability to meet deadlines and adapt to changing demands.
• Attributes: Ability to plan and organize complex workloads, communicate confidently with colleagues and stakeholders, and maintain professionalism.
• Other Requirements: The role is based in Spalding, with travel across Lincolnshire to PSPS offices and worksites, so self-organized travel arrangements are necessary.
