Director, IT Portfolio and Change
Main purpose of the job

The Director IT Portfolio and Change is responsible for planning and delivering the organisation’s technology change agenda, ensuring governance, integration, and value creation across all IT initiatives. This role oversees the IT PMO, drives delivery excellence, and champions cultural change as part of the IT leadership team.

Key responsibilities
  • Strategic and transformational leadership focusing on Digital Transformation.
  • Leading the planning and execution of the Technology Plan of Record.
  • Governing and optimising the IT change portfolio to deliver measurable business outcomes.
  • Ensuring integration and alignment of workstreams across IT and business functions.
Main missions and results
  • Plan and deliver the Plan of Record for Technology change.
  • Oversee IT PMO and establish delivery governance to ensure quality and value.
  • Lead executive level decision making on investment, prioritisation, and sequencing, bringing clarity to complex trade offs across cost, capacity, risk, and strategic value.
  • Determine delivery approaches and strategy, develop/utilise partnerships to accelerate innovation.
  • Owns the narrative for technology change at senior level, translating complex delivery and technical information into clear, concise messages for non technical executives and Board members.
  • Establishes and maintains executive confidence in portfolio delivery, proactively surfacing issues, options, and recommendations rather than hindsight reporting.
  • Complete business and finance management to ensure value for money and value creation.
  • Stakeholder management across IT, with partners and Artifex Leadership.
  • Ensure integration of portfolio workstreams through cross-functional dependency management.
  • Communications and Management of Change. Advising and (where necessary) challenging senior leadership to protect team/function resource and enhance productivity and impact.
  • Identify and build response plans to Portfolio risks.
  • Identify any required trade-offs to meet function and business goals and communicate these to relevant stakeholders.
  • Report candidly to senior management about programme progress.
  • Advocacy for the cultural change needed as part of the Artifex leadership group.
  • Directly accountable for the development of the IT Management team across Artifex, including succession planning.
  • Sets the cultural and behavioural expectations for delivery leadership, modelling accountability, transparency, collaboration, and continuous improvement across the technology function.
Measures of success
  • Portfolio Delivery Success Rate – % of projects delivered on time and within budget.
  • Plan of Record Achievement – milestones completed as per agreed timelines.
  • Value Realisation – benefits achieved vs planned.
  • Stakeholder Satisfaction – feedback scores from IT and business leaders.
  • Risk Management Effectiveness – number of risks mitigated successfully.
  • Change Adoption Metrics – user adoption and engagement levels.
Preferred skills and experience
  • Extensive experience in enterprise scale IT portfolio management and change delivery, with accountability for complex, multi year programmes spanning multiple business domains.
  • Strong knowledge of governance frameworks, PMO practices, and financial management, including portfolio prioritisation, benefits realisation, and investment decision making aligned to functional and enterprise strategy.
  • Demonstrable experience in anticipating, assessing, and managing operational and portfolio level delivery risk, applying sound judgement to navigate ambiguity, dependencies, and competing priorities.
  • Expertise in stakeholder engagement and cross functional integration, influencing senior leaders and facilitating alignment across IT, business functions, and external partners to achieve shared outcomes.
  • Proven capability in leading through managers, building high performing teams, developing leadership capability, and holding leaders accountable for delivery, performance, and cultural outcomes.
  • Expertise in managing external service providers and strategic partners, with strong commercial acumen across contract negotiation, supplier performance management, and value optimisation.
  • Experience contributing to the development and execution of functional strategy, translating strategic objectives into executable portfolio plans and delivery approaches.
  • Demonstrated ability to lead change at scale, championing continuous improvement, modern delivery practices, and adoption of new technologies to enhance business outcomes.
  • Excellent leadership, communication, and influencing skills, including the ability to challenge constructively, manage difficult conversations, and negotiate trade offs at executive level.
  • Qualifications in project/programme management and experience of working with other frameworks/methodologies such as COBIT, ITIL, Agile and TOGAF.
