R13 Recruitment are partnering with a leading construction and housing provider to recruit a skilled Development Manager. This high‑impact role offers the opportunity to oversee residential development projects across Norfolk and Suffolk, taking projects from initial feasibility and planning through to handover. You will act as the central point of coordination, working with internal teams, consultants, and JV partners to ensure projects [RIBA Stages 0‑3] are delivered on time, on budget, and to the highest standard.

This role is ideal for someone with a strong grasp of local planning, development strategy, and stakeholder management — balancing commercial insight with practical delivery. Flexible working arrangements are available, with office locations based in Newmarket or Norwich, alongside site visits across Norfolk & Suffolk.

The Day‑to‑Day
  • Lead the feasibility and planning of residential development projects
  • Formally develop project briefing
  • Lead on concept design and development
  • Select, establish and manage teams of external and internal specialist consultants
  • Liaise with councils, housing associations, and JV partners to secure approvals
  • Ongoing coordination of multi‑disciplinary teams, including chairing meetings
  • Monitor project progress, risk, and compliance
  • Oversee budgets, forecasts, and funding requirements
  • Ensure clear communication across stakeholders to maintain alignment and transparency
  • Coordinate the handover of projects to internal construction teams
You Will Have / Be
  • Experience managing residential developments from RIBA Stage 0‑3
  • Exposure with joint venture or partnership projects
  • Knowledge of local planning processes and exposure to local authority liaison
  • Strong stakeholder management skills across internal teams, consultants, and partners
  • Ability to interpret contracts, assess risks, and make strategic decisions
  • Confidence managing multiple projects simultaneously
  • Commercial awareness, with a focus on delivering value and quality
  • Collaborative, organised, and self‑motivated
