Job description

The Deputy Manager will play a key role in supporting the PCN Manager in the strategic and operational leadership of the PCN. They will assist in the planning, coordination and delivery of efficient services while ensuring the highest standards of patient care, compliance and staff engagement. The post holder will contribute to the long-term development and continuous improvement of the PCN, supporting innovation and change management initiatives. They will also deputise for the PCN Manager when required.

Main duties of the job
  • Support and deputise for the PCN Manager in delivering the PCNs strategic objectives and business plan.
  • Support recruitment, onboarding, compliance and workforce development in alignment with strategic staffing plan
  • Maintain accurate financial records, invoices, and reconciliation in line with audit requirements.
  • Support preparation for regulatory inspections, ensuring policies and procedures are up to date and embedded.
  • Support the development of a digital strategy to improve access, efficiency, and data quality.
  • Promote health initiatives and collaborate with local community and PCN programmes.

West Basildon Primary Care Network is a collaboration of five practices serving a population of 53,000 patients, run by Basildon First Primary Care Network Ltd.

We pride ourselves on being innovative and forward thinking, having established BERT, our integrated neighbourhood team and running a wellness cafe for our patients. The organisation provides clinical and non-clinical staff such as clinical pharmacists, social prescribers, advanced nurse practitioners as well as administrative services to assist with the running of enhanced access and acute home visiting services for our five member practices.

Job responsibilities

Key Responsibilities

Strategic & Operational Management
  • Support the PCN Manager in delivering the PCN's strategic objectives and business pln.
  • Contribute to the development and implementation of policies and projects aimed at service improvement and patient experience
  • Participate in meetings with external stakeholders, including PCN practices, ICB and commissioners to represent the PCNs interests
  • Monitor performance of participating practices against strategic targets such as IIF, enhanced services, CQC compliance, Covid vaccination service and medicine management programme
  • Deputise for the practice Manager in their absence, ensuring continuity of leadership and decision-making.
Human Resources and Workforce Planning
  • Support recruitment, onboarding, compliance and workforce development in alignment with strategic staffing plans
  • Assist in developing staff training programmes, appraisals and succession planning to build team capability.
  • Lead by example in promoting a positive, inclusive, and supportive working culture
Finance and Business Development
  • Support the PCN Manager with financial planning, monitoring, and reporting.
  • Assist in the preparation and submission of financial claims (e.g., ARRS funding, DES, IIF, and other PCN income streams).
  • Monitor PCN budgets and expenditure to ensure alignment with contractual obligations and funding allocations.
  • Maintain accurate financial records, invoices, and reconciliation in line with audit requirements.
  • Provide financial updates and variance reports to the PCN Board/Clinical Directors.
  • Support the development of financial forecasts, business cases, and investment plans for PCN projects.
  • Ensure that financial governance processes are followed and compliant with NHS guidance.
  • Liaise with member practices regarding income distribution, reimbursements, and cost-sharing agreements.
  • Work with payroll/finance providers to ensure timely and accurate payment for PCN staff roles.
  • Identify opportunities for efficiency savings and value-for-money in PCN operations.
  • Contribute to year-end financial reporting and audit preparation.
Compliance and Quality Assurance
  • Support preparation for regulatory inspections, ensuring policies and procedures are up to date and embedded.
  • Maintain robust systems for risk management, clinical governance and health & safety.
  • Support the development of a digital strategy to improve access, efficiency, and data quality.
  • Oversee the use and development of clinical systems and digital tools, and promote innovation where appropriate.
  • Lead or support digital transformation initiatives in line with NHS priorities
Patient Experience & Community Engagement
  • Contribute to strategic plans that improve patient engagement and access to services.
  • Help manage patient feedback, complaints, and surveys to inform service development.
  • Promote health initiatives and collaborate with local community and PCN programmes.

Qualifications
  • Qualified to NVQ Level 3
Skills and Competencies
  • Computer literate with an ability to use SystmOne and Microsoft office packages
  • Has attention to detail, able to work accurately
  • Has a planned and organised approach with an ability to prioritise their own workload to meet strict deadlines
  • Excellent communication skills, verbal and written, with the ability to adjust communication style and content to suit the audience.
  • An excellent understanding of data protection and confidentiality issues
  • Understand the aims of current healthcare policy within the PCN.
  • Able to analyse, interpret and present data.
  • Able to think analytically; anticipating obstacles and thinking ahead; using analytical techniques to draw logical solutions to problems.
