Job Description

Due to increased opportunities and demand in the Energy & Natural Resources division, the North West team are recruiting Cost Engineers to join a diverse and supportive team during a period of significant growth. Our nuclear client is at the forefront of industry-leading change, and we are keen to speak to like-minded individuals with cost engineering experience. Candidates will be required to be present in our client office in Warrington for 3 days per week.

Role purpose

A Cost Engineer will support the team and their senior cost engineers for work packages and projects of varying size and complexity. Work packages may vary in size, with Cost Engineers working on smaller projects or significantly larger ones in value. The cost engineer will deliver accurate and timely project information relating to performance against the project baseline and drive cost performance reporting, including Earned Value Management metrics. They will help ensure client objectives are met, and projects are delivered to time, cost targets and quality standards.

Responsibilities
  • Development of project cost control data structures to accurately track and control actual costs
  • Map and integrate cost estimates to the Work Breakdown Structure to set the project budget against correct Work Packages, Planning Packages and Control Accounts
  • Establish and set the project control budget aligned with baselines
  • Track actual costs for internal and external expenditure against cost control structures
  • Track and control project accruals and commitments against budget constraints
  • Adhere to NEC or FIDIC contract processes for management, control and reporting of cost data
  • Build project forecasts including estimate to complete (ETC) and estimate at completion (EAC)
  • Provide accurate and timely reporting of all project information including Earned Value Management
  • Track project contingency and exposure related to risk events and remaining risks
  • Track project change control to ensure alignment with baselines and control data structures
  • Identify key project trends to inform future change controls
  • Support the change process by providing cost information for change notes and forecasts
  • Collaborate with the project team to implement cost capture requirements; ensure appropriate Work Orders, requisitions, PO structure alignment, and usable subcontract data
  • Monitor contingency requirements and liaise with the Project Team on contingency management
  • Quantify cost implications of emergent/additional project work and feed into relevant documentation (e.g., change control)
Qualifications

You have professional Project Controls experience specializing in Cost Engineering/Control across the project lifecycle. Nuclear experience is desirable but not essential. You should have excellent Excel skills and be familiar with cost management systems, including interfaces with corporate finance systems such as SAP and Oracle. You should have experience in applying cost engineering procedures and the ability to define project cost procedures and standards for the project or programme.

  • Will be able to obtain BPSS level security clearance
  • Member of a relevant professional body (e.g., Association for Project Management, Project Management Institute)
  • Familiar with different cost performance reporting and cost forecasting techniques
  • Strong verbal and written communication skills
  • Strong research and analytical skills
  • Stakeholder management experience
  • Experience of working within a Project Controls team
  • Desire to work within the nuclear sector
