Job description
Overview

Harlow Council is seeking an experienced Commercial Property Manager/ Estates Surveyor to deliver estate and property management services across its diverse non-housing land and property portfolio, supporting the town’s regeneration and maximising income for the Council. In this pivotal role you will deliver estate management and leasehold advisory services, valuations, property transactions, and contribute to the Council’s strategic asset management function. You will ensure the Council’s properties are well-managed, compliant, and used or developed to deliver the Council’s corporate priorities.

Key Responsibilities
  • Representing the Council as landlord and landowner, ensuring best value is derived from our extensive investment, community and operational property portfolio.
  • Procuring and managing landlord services.
  • Undertaking or procuring valuations for various property-related purposes.
  • Managing lease negotiations, rent reviews, and service charge accounts.
  • Supporting regeneration projects through acquisitions, lettings, and ongoing management.
  • Ensuring statutory compliance and maintenance of accurate property data sets.
  • Liaising with legal, finance, insurance, and maintenance teams to deliver effective property services.
Experience and skills
  • Degree or postgraduate diploma in surveying or property management.
  • Strong experience in leasehold advisory services and property management.
  • Knowledge of valuation principles, landlord & tenant law, and estate management.
  • Excellent negotiation, analytical, and report-writing skills.
  • Ability to work under pressure and manage multiple priorities.

Salary: £49,282 - £51,356 per annum, Grade 15
