Job description

Local government organisation requires a (Place) Category Manager. The successful candidate will be responsible for leading procurement activities across the Place Category, which includes building and refurbishment projects, facilities management, estates, minor and major works, and infrastructure repairs and maintenance such as roads and pavements. They will manage a team of two and provide effective procurement services to stakeholders in Property and Assets.


This hands-on procurement role involves tendering, procurement projects, contract negotiations, and renewals, as well as supporting the development of category strategies. The value of procurement projects can range from £100k to £20m.


Specific duties include:
  • Managing and developing a team of two: Procurement Manager and Procurement Support
  • Serving as a subject matter expert on the Procurement Act 2023 and sharing knowledge with stakeholders and colleagues
  • Selecting appropriate forms of contracting for construction, works, and refurbishment projects such as NEC, JCT, D&B, fixed price, and cost target
  • Managing cradle-to-grave tender exercises from scoping with stakeholders, RFI, RFQ to award
  • Post-signature supplier relationship management and supplier development
Applicant criteria include:
  • Procurement experience within the public sector and knowledge of public procurement processes
  • Advanced practitioner of the Procurement Act 2023, capable of training others in its application
  • An understanding of the Place category, or similar categories such as FM, Estates, Works, and Construction, is advantageous
  • Knowledge of contracting forms in the Place space like JCT, NEC, D&B, fixed price, pre-contract, and cost target, with the ability to advise on their application
  • MCIPS qualification or degree is desirable
  • Comfortable with hybrid working, with approximately one day per week in Chichester
