Job description

This is a key post within both the Health Board and Powys County Council which is responsible for leading the delivery of a high‑profile transformation change programme over a 5-year period. The programme includes delivery of service change across multiple partners e.g. Education, Housing, Health and Social Care.

Responsibilities
  • Operate in an environment relating to service delivery, service reconfiguration, and disinvestment in services where they will be providing and receiving highly complex, highly sensitive, and highly contentious information where interpersonal and communications skills will need to be of the highest level.
  • Provide senior leadership and management to ensure successful delivery of large‑scale change and the associated benefits as per the business case. Required to actively manage and develop partnerships e.g. with neighbouring health providers, Local Authorities and Third Sector, and be able to effectively manage a range of stakeholders.
  • Lead the planning process of the programme, ensuring both short and long‑term planning needs are met and appropriate interpretation and implementation of national and local policies, guidance, strategies and plans.
  • Ensure appropriate mechanisms are in place for conducting service reviews across health (primary and secondary care) and social care at pathway and speciality level.
  • Ensure any service change (spanning across Health and Social Care) is undertaken within the agreed statutory and corporate processes, this includes leading on all Impact Assessments and ensuring monitoring is in place on the delivery of actions arising from them.
  • Provide high challenge and scrutiny to ensure programme objectives are met and models of care, strategic plans meet statutory requirements and best practice.
  • Analyse highly complex facts from multiple data sources, requiring interpretation of Welsh Government policy, strategies and plan. Use this information to make judgements and decisions which influence the programme delivery and to develop a range of options and recommendations.
  • Make effective management decisions involving the analysis, interpretation and comparison of highly complex facts or situations.
