A facilities management service provider is seeking an Assistant Technical Manager for the Sustainable Facilities Management team at Queen Alexandra Hospital in Portsmouth. This role will support operations for hospital electrical systems, manage maintenance services, and ensure compliance with safety and quality standards. Candidates should possess an ONC/HND in an engineering discipline and have experience in managing Hard FM services. Strong communication and problem-solving skills are essential for success in this collaborative environment.

Qualifications

  • Proven experience managing Hard FM services with a strong electrical background.
  • Competent in contractor management and familiar with 18th Edition BS7671 regulations.
  • Experience as Authorised Person for both low voltage and high voltage (11kV) systems.

Responsibilities

  • Support the estates management team in delivering a 24-hour maintenance service.
  • Ensure adherence to safe working practices and quality management systems.
  • Act as Authorised Person for assigned systems.
  • Manage day-to-day engineering operations.
  • Provide technical expertise to resolve complex issues.
  • Monitor maintenance records within the CAFM system.
  • Oversee external contractors, ensuring competency and compliance.
  • Develop and maintain productive working relationships with stakeholders.
  • Contribute to the delivery of the site life-cycle plan.
  • Uphold health, safety, and confidentiality standards.
  • Participate in an on-call roster.

Job description

We are seeking a highly skilled and motivated Assistant Technical Manager to join our Sustainable Facilities Management team at Queen Alexandra Hospital, Portsmouth. This pivotal role supports the Technical Manager in ensuring the efficient operation and maintenance of hospital HV and LV electrical systems, while maintaining the highest standards of engineering practice and compliance with statutory regulations.,

  • Support the estates management team in delivering a 24-hour maintenance service across the Portsmouth University NHS Hospital SPV.
  • Ensure adherence to safe working practices, statutory legislation, and quality management systems (ISO 9001).
  • Act as Authorised Person for assigned systems following formal training and appointment.
  • Manage day-to-day engineering operations, ensuring timely completion of planned and reactive maintenance.
  • Provide technical expertise to resolve complex estate infrastructure issues.
  • Monitor maintenance records and ensure accurate documentation within the CAFM system.
  • Oversee and manage external contractors and sub-contractors, ensuring competency and compliance.
  • Develop and maintain productive working relationships with key stakeholders across estates and site delivery teams.
  • Contribute to the continuous development and delivery of the site life-cycle plan.
  • Uphold health, safety, and confidentiality standards when working in patient and staff-occupied areas.
  • Participate in an on-call roster with the ability to be onsite within one hour if required.

    ONC/HND in an engineering discipline or equivalent (Essential).
  • Proven experience managing Hard FM services with a strong electrical background.
  • Competent in contractor management and familiar with 18th Edition BS7671 regulations.
  • Experience as Authorised Person for both low voltage and high voltage (11kV) systems.
Desirable Attributes
  • Knowledge of HTM, HBN, British Standards, and healthcare engineering systems.
  • Previous experience working in acute hospital environments and on PFI contracts.
  • Additional qualifications such as City & Guilds 2391 Inspect & Test are advantageous.
