Job Summary

The Financial Planning & Delivery Directorate "the Directorate" was established to provide professional support to Welsh Government to respond to and deliver on the financial challenges facing NHS Wales. The Directorate operates across Wales and supports all NHS Wales organisations, monitoring and managing financial risk, developing financial and resource plans, and driving efficiency and best practice financing.

Responsibilities
  • Lead the production, validation and improvement of Welsh costing data, governing costing and benchmarking practitioners.
  • Develop the use and modelling of costing data, ensuring integrity, quality assurance and maintenance of associated analysis products.
  • Strategically develop national guidance and standards, aligning with stakeholder input.
  • Maintain relationships with costing and benchmarking system providers on behalf of NHS Wales.
  • Contribute to the Value Based Health and Care agenda, providing costing expertise and leadership.
  • Provide leadership and expertise to education and development teams, presenting complex data clearly.
  • Act as the direct liaison with NHS Wales organisations and support financial leadership to national committees, programmes and policy leads.
  • Lead policy support, develop national policy areas and learn from key external stakeholders.
Qualifications and Knowledge
  • CCAB / CIMA qualified with current membership.
  • Evidence of continuing professional development.
  • Strong knowledge of costing and NHS Costing Returns processes.
  • Analytical ability with financial and non‑financial data for benchmarking.
Experience
  • Extensive experience as a senior finance manager in large complex healthcare organisations.
  • Demonstrated understanding of sourcing, connecting and utilising data.
  • Experience in strategy development and implementation, including dissemination and operationalisation.
  • Programme / Project Management experience.
  • Prudent / Value‑Based Healthcare practical experience.
  • Use of data and benchmarking to provide insight and impact.
  • Strong stakeholder engagement and influence at all levels.
  • Ability to operate independently and deliver on deadlines.
  • Excellence in written and verbal communication.
  • Proficiency with Microsoft Office tools.
  • Understanding of workplace values and behaviours.
Desirable
  • Evidence of personal research with a financial perspective.
  • Experience with production of stand‑alone costing elements and analysis validation.
  • Improvement techniques knowledge.
  • Leadership in training, guidance and support for benchmarking.
  • Experience with NHS Wales finance regime and other devolved nations.
  • Effective contribution to business strategy development.
  • Negotiation and contract management experience.
  • Welsh Language Skills (level 1).
  • Travel between sites as required.
