A consultancy firm is seeking a Team Leader for an advisory project focused on affordable housing in Croatia. The candidate must have extensive experience in urban and regional development, lead multi-disciplinary teams, and be fluent in Croatian and English. This role offers an opportunity to significantly impact social housing solutions in the region.

Qualifications

• At least 15 years of general professional experience in Urban and regional development.
• At least 7 years of advisory or delivery experience on relevant social infrastructure projects.
• Specific knowledge in public housing projects demonstrated by involvement in at least 3 relevant projects.

Responsabilités

• Lead the team for the affordable housing project implementation.
• Assess the social housing market and provide strategic advice to the client.
• Coordinate a multi-disciplinary team and identify challenges in housing projects.

Overview

NTU is preparing a proposal for: “Affordable housing advisory to HBOR” and is searching for experts to support the core team during the implementation of this project.

The overall objective of this assignment is to support HBOR in the assessment of the social / affordable housing market in the Republic of Croatia.

Location

Location: Croatia.

Duration

Duration: The intended start date is October 2025 and the services shall be provided for a period of 8 months from this date.

Qualifications and skills

Qualifications and skills:

• At least a Bachelor’s Degree in a relevant field for the Assignment such as economics, finance, public administration ( minimum requirement ).
• A Master’s Degree would be an asset .
• Fluency in both Croatian and English languages (CEFR C1) ( minimum requirement ).

General professional experience

• At least 15 years of general professional experience in Urban and regional development ( minimum requirement ).

Specific professional experience

• At least 7 years of advisory or delivery experience on comparable, related or relevant social infrastructure and / or service delivery, encompassing any of upstream project preparation, procurement and / or implementation ( minimum requirement ).
• Specific knowledge and experience in public (social / affordable) housing and in the funding and financing of such projects as demonstrated by the expert’s involvement in at least 3 relevant projects ( minimum requirement ).
• Experience of coordinating a multi-disciplinary team in at least 5 assignments related to analysis of investment projects within the past 10 years ( Asset ).
• Experience in identifying challenges and developing solutions specific to public housing projects, as demonstrated by the expert’s involvement in such projects in the past 10 years ( Asset ).
