A leading international non-profit organization is seeking a qualified software development firm to create national digital compliance platforms for building energy codes in India. The project offers a significant opportunity to contribute to climate initiatives. The selected firm must have substantial experience in public sector digital platforms, with a focus on compliance systems and stakeholder engagement. Remote work is available, with the project anticipated to start in September 2025.
The Global Buildings Performance Network (GBPN) is an international not-for-profit organisation focused on reducing climate impacts in the buildings sector through policy reform. GBPN aims to drive measurable emissions reductions, improved health, and employment in a sustainable buildings sector.
Following the successful development of the e-Compliance Platform for ENS 2024 in Gujarat, GBPN has been requested by the Bureau of Energy Efficiency (BEE), Ministry of Power, Government of India, to extend this digital innovation to a national level. GBPN intends to develop two cloud-native, pan-India digital compliance platforms to support BEE’s two flagship building energy codes:
These platforms are intended to be robust, secure, and interoperable digital public infrastructure that improve transparency, reduce administrative burden, and enable real-time data analytics to support data-driven policymaking and market transformation.
GBPN plans to hire a qualified software development firm with prior experience in climate-tech platforms or government compliance systems in India or similar public sector initiatives.
This RfP outlines the technical scope, deliverables, phased milestones, and governance required to deliver both portals by 31 March 2026, followed by a one-year Annual Maintenance Contract (AMC). The AMC may be issued under a separate RfP. The funding timeline may extend to 31 March 2027 subject to funder approval.
The selected firm will work with BEE and SDAs across India to create a national digital platform for building energy and sustainability code compliance, supporting ENS 2024 (residential) and ECSBC 2024 (commercial) across all states and UTs. The platform will follow state approval rules and be adaptable to state requirements.
This project offers the opportunity to contribute to India’s decarbonisation by building scalable digital infrastructure for regulatory compliance, governance, and insights for policymakers, developers, and energy experts. The project includes extensive stakeholder engagement, testing, and capacity-building.
The consultant will support GBPN, which will lead communications with BEE and stakeholders, and coordination will occur mainly via virtual meetings with flexible hours.

Development of a Unified National Digital Compliance Platform for ENS 2024 and ECSBC – Commercial 2024
Objective: Conceptualise, design, develop, deploy, and maintain a modular, multilingual, AI-enabled, cloud-native platform to enable nationwide ENS 2024 and ECSBC 2024 compliance; standardise workflows, issue certificates, and provide analytics across 36 states and UTs.
The platform will comprise two interoperable modules: ENS 2024 Compliance Platform (Residential) and ECSBC 2024 Compliance Platform (Commercial) with a shared infrastructure for user management, dashboards, workflow, AI-driven verification, multilingual support, and state configuration.
Overall Deadline:
Review mechanisms: Fortnightly updates, quarterly progress reviews, open feedback, and a formal closure report.
Submit a detailed technical and financial proposal. You will report to the GBPN Project Manager, supervised by the Country Director.

Assignment details: project name, client, location, dates, and outputs
Technical Proposal: Description of technical approach, methodology, work plan, and team
Financial Proposal formats and reimbursables details are to be included as specified in the RfP.
Assignment through a consultancy contract over 16 months, with possible extension; work from firm’s usual place of work.
Invoices processed upon satisfactory outputs and final approval. Daily fees include fringe benefits and taxes; reimbursable expenses are as described in the RfP.
