The Global Buildings Performance Network (GBPN) is an international not-for-profit organisation focused on reducing climate impacts in the buildings sector through policy reform. GBPN aims to drive measurable emissions reductions, improved health, and employment in a sustainable buildings sector.

Following the successful development of the e-Compliance Platform for ENS 2024 in Gujarat, GBPN has been requested by the Bureau of Energy Efficiency (BEE), Ministry of Power, Government of India, to extend this digital innovation to a national level. GBPN intends to develop two cloud-native, pan-India digital compliance platforms to support BEE’s two flagship building energy codes:

  • ENS 2024 Residential Building Compliance platform – Enable end-to-end online compliance and approval for residential building projects across all 36 States and Union Territories. [Note: The Gujarat platform is beta-ready and has been reviewed by selected private sector experts and GEDA. To be fully user-ready, GBPN, government stakeholders, and private professionals will provide comments to be addressed. The platform will then be presented to SDAs for review and upgraded to a National Level in consultation with SDAs and BEE.]
  • Energy Conservation and Sustainable Building Code (ECSBC) 2024 Commercial Building Compliance platform – Streamline digital compliance workflows for commercial buildings. [Note: This platform will be developed from scratch and will require national expert stakeholder consultation.]

These platforms are intended to be robust, secure, and interoperable digital public infrastructure that improve transparency, reduce administrative burden, and enable real-time data analytics to support data-driven policymaking and market transformation.

GBPN plans to hire a qualified software development firm with prior experience in climate-tech platforms or government compliance systems in India or similar public sector initiatives.

This RfP outlines the technical scope, deliverables, phased milestones, and governance required to deliver both portals by 31 March 2026, followed by a one-year Annual Maintenance Contract (AMC). The AMC may be issued under a separate RfP. The funding timeline may extend to 31 March 2027 subject to funder approval.

THE OPPORTUNITY

The selected firm will work with BEE and SDAs across India to create a national digital platform for building energy and sustainability code compliance, supporting ENS 2024 (residential) and ECSBC 2024 (commercial) across all states and UTs. The platform will follow state approval rules and be adaptable to state requirements.

This project offers the opportunity to contribute to India’s decarbonisation by building scalable digital infrastructure for regulatory compliance, governance, and insights for policymakers, developers, and energy experts. The project includes extensive stakeholder engagement, testing, and capacity-building.

  • Place of Work: Remote (with capacity to engage with central ministries and state departments)

The consultant will support GBPN, which will lead communications with BEE and stakeholders, and coordination will occur mainly via virtual meetings with flexible hours.

QUALIFICATION CRITERIA

The selected firm must meet essential qualifications and experience to be eligible for evaluation.

A. Organisational Experience

  • Minimum 10 years of experience in mid-to-large-scale, government-facing digital platforms with public sector digital transformation, compliance systems, or e-governance experience. (Note: Working experience with BEE is mandatory.)
  • Experience in climate-related dashboards or related compliance platforms is advantageous.
  • Understanding of ECSBC and ENS 2024, with experience in ECBC cells.
  • Experience delivering projects for central ministries or state government agencies; digital solutions for SDAs preferred.
  • Proven multilingual, cloud-native, AI-enabled platform development at scale in India.

B. Technical Capacity

  • Modular, scalable SOA; AI/ML-based document processing and workflow automation
  • Secure web and mobile interfaces with accessibility compliance
  • Geo-mapping, simulation tools, and dynamic calculators integration
  • Data hosting and cybersecurity compliance
  • Multi-user platform support with various user roles; analytics, API integration, and automated reports
  • Usability and user experience design; ongoing O&M and tech support

C. Project Management & Team Composition

  • A strong, dedicated team including: Tech Lead (cloud-native and AI), Project Manager (10+ years in e-governance), UI/UX Designer, Full Stack Developers, QA, and DevOps
  • Strong stakeholder engagement, human-centred design, and policy-reform experience

D. Past Project Experience

  • Completed at least three relevant projects in the last 5 years, preferably for the Government of India or SDAs, with evidence of compliance, certification, or workflow automation
  • Provide case studies or references for at least two platforms

E. Legal, Financial, and Administrative Compliance

  • Must be a registered Indian company with PAN, GST, and authority to operate in India
  • Minimum average annual turnover USD 180,000–220,000 in the last two financial years
  • Not blacklisted or under litigation with any government agency
  • Ability to sign NDA, IPR transfer, and follow GBPN data governance protocols

F. Technology Infrastructure and Operational Transition Compliance

  • Understand project hosting, hardware, software, licensing, data protection, and scalability
  • GovStack/GOI standards familiarity; energy audit/compliance experience
  • Security protocols across all development stages; validated data protection standards
  • Contingency plans, risk mitigation, and ISO/IEC/GDPR familiarity
SCOPE OF WORK AND REPORTING

Development of a Unified National Digital Compliance Platform for ENS 2024 and ECSBC – Commercial 2024

Objective: Conceptualise, design, develop, deploy, and maintain a modular, multilingual, AI-enabled, cloud-native platform to enable nationwide ENS 2024 and ECSBC 2024 compliance; standardise workflows, issue certificates, and provide analytics across 36 states and UTs.

The platform will comprise two interoperable modules: ENS 2024 Compliance Platform (Residential) and ECSBC 2024 Compliance Platform (Commercial) with a shared infrastructure for user management, dashboards, workflow, AI-driven verification, multilingual support, and state configuration.

  • Sub Task 1.1: Project mobilisation, stakeholder consultations, SRS, use cases, wireframes, and governance framework
  • Sub Task 1.2: System architecture and UI/UX design for state-aware, multi-language, accessible interfaces
  • Sub Task 1.3: ENS 2024 Compliance Engine development (nationalising Gujarat platform)
  • Sub Task 1.4: ECSBC Commercial 2024 Compliance Engine development
  • Sub Task 1.5: AI-based document verification and workflow automation
  • Sub Task 1.6: Testing, security, and quality assurance
  • Sub Task 1.7: Deployment, state-level configuration, and capacity building

Overall Deadline:

  • Go live for both platforms: May 2025
  • Training for SDA officials: July 2025

Review mechanisms: Fortnightly updates, quarterly progress reviews, open feedback, and a formal closure report.

HOW TO APPLY

Submit a detailed technical and financial proposal. You will report to the GBPN Project Manager, supervised by the Country Director.

CONTRACT TYPE AND SCHEDULE OF PAYMENT

Assignment through a consultancy contract over 16 months, with possible extension; work from firm’s usual place of work.

Invoices processed upon satisfactory outputs and final approval. Daily fees include fringe benefits and taxes; reimbursable expenses are as described in the RfP.
