Job Description Summary

The Technical Manager plays a key role in the day-to-day management of the assets under management. They work closely with Corporate Property Management and Asset Management teams as well as on-site teams providing high-quality technical expertise.

Responsibilities

Responsible for maintaining assets at high technical standards; the role leads improvement and value-enhancement works. The position oversees and manages project execution while meeting financial objectives, Greystar quality standards (cleanliness, appearance, safety, overall functionality) and local construction regulations. The Technical Manager also uses their experience and technical knowledge to advise investor clients in their decision-making. As a manager they supervise a Technical Officer working alongside them, ensuring optimal coordination of interventions and efficient operational follow-up.

Key Responsibilities

Technical Asset Analysis

  • Assess the technical condition of each asset through audits and diagnostics to identify required works and improvements
  • Produce detailed technical reports for internal teams and investor clients
  • Evaluate gaps between applicable regulations and recent regulatory changes, recommending appropriate audits and diagnostics

Program Design & Preparation

  • Validate technical feasibility with engineering consultants
  • Prepare administrative applications and permits when required (building permits, prior declarations, etc.)
  • Prepare the projected works schedule in collaboration with Property Management, Asset Management and on-site teams considering access and occupancy constraints
  • Prepare specifications and the list of companies to be consulted
  • Launch tenders and select contractors
  • Validate cost estimates against financial objectives
  • Award works contracts
  • Provide internal teams with all necessary elements for insurance policies (decennial insurance, liability, etc.)
  • Ensure compliance with client/owner obligations, particularly regarding Health & Safety, subcontractor approvals and prevention of illegal labor

Works Supervision

  • Ensure smooth progress of works, adherence to schedules and coordination of contractors
  • Conduct regular site visits and monitor progress
  • Be responsible for budgets and timelines: schedule management, budgets, payment approvals, validation of drawdowns
  • Ensure consistency and relevance of investments and operating costs
  • Optimize technical and economic performance of projects
  • Monitor quality and certifications, if applicable
  • Lead internal project meetings and produce minutes
  • Handle administrative and financial follow-up
  • Liaise with public authorities (town hall, police, labor inspection, CARSAT, etc.)
  • Ensure compliance with Health & Safety and legal obligations throughout

Handover of Works

  • Oversee project completion and acceptance
  • Submit required administrative declarations (e.g. completion declarations)
  • Ensure resolution of defects and formal sign-off
  • Provide documentation required for insurance contracts or amendments
  • Monitor warranties (perfect completion and proper functioning)
  • Manage claims (structural insurance, ten-year warranty, owners insurance, etc.)
  • Negotiate maintenance contracts and manage external providers
  • Implement preventive actions within a quality framework
  • Share internal feedback to anticipate technical issues across other assets

Technical Budget Monitoring

  • Contribute to the preparation of each asset's multi-year technical budget in line with identified needs and investor requests

Reporting & Communication

  • Provide investor clients with accurate Capex progress reports according to the agreed schedule
  • Communicate proactively with investors and internal teams regarding technical matters and recommendations
  • Prepare and present clear visual summary reports to support decision-making
  • Coordinate communication between on-site and corporate teams to ensure transparency and information flow

Location

The position is based at headquarters and includes regular visits to assets in the Paris region and across France.

Knowledge & Qualifications
  • Degree in technical management, civil engineering, real estate or related field
  • Significant experience in a similar role, ideally in real estate
  • Strong knowledge of technical regulatory and construction standards in residential property
  • Ability to supervise and coordinate a team (Technical Officer and on-site teams)
  • Ability to work independently and manage multiple issues simultaneously
  • Experience leading improvement and value-enhancement works
  • Excellent written and verbal communication skills with the ability to advise investor clients
  • English proficiency is a plus (not mandatory)
