Overview

The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 member countries, that works to build better policies for better lives. Our mission is to promote policies that will improve the economic and social well-being of people around the world. The Directorate for Education and Skills (EDU) leads the OECD’s work to help member and non-member countries achieve high-quality learning for all, design better skills policies, and turn them into jobs, growth, climate action and citizen engagement. The EDU Communications Team provides strategic communications work for the Directorate for Education and Skills, including managing its digital presence across social media and web. EDU is looking for a creative, highly motivated, data-driven and diligent Social Media and Web Communications Junior officer. This position plays a pivotal role in enhancing the online presence of the directorate, managing our social media channels and website, developing impactful digital campaigns that meaningfully engage specific stakeholder communities over the long-term. The selected candidate will keep the web pages up to date, and increase traffic to online content, with a particular focus on data dissemination, aligning with OECD web management rules and best practices as defined by the Directorate for Communications (COM). The Junior officer will work under the supervision of the Senior Content Manager for the Directorate for Education and Skills.

Main Responsibilities
  • Create and deploy social media campaigns and content.
  • Develop, plan, and implement innovative, targeted and highly engaging digital campaigns to support the directorate's initiatives, objectives, and key messages.
  • Identify, map, and understand different stakeholder communities, networks and groups on social media and design and deploy targeted communications to meet their interests.
  • Develop and publish audience- and channel-optimised social media graphics, messaging, data visualisations, videos and animations.
  • Monitor and analyse audience, channel and campaign performance, making necessary adjustments to improve results.
Advice, knowledge sharing and training
  • Work with communication colleagues in COM and throughout the OECD to create a collaborative environment that encourages consistent, high quality and timely messaging.
  • Contribute to OECD social media governance and disseminate best practices across the OECD.
  • Cultivate in-depth understanding of social media platforms and trends to guide colleagues and contribute as a thought leader on best practices, standards and policies across platforms.
Web management
  • Ensure the continued editorial quality and consistency of the Directorate’s web pages, with a view to maximising the visibility and discoverability of its data, messages and products, in line with OECD web management rules and best practices.
  • Optimise content for search-engine-optimisation (SEO) and user experience (UX), including metadata, on-page elements, and turning technical material into user-friendly, plain-English content; suggest creative content (videos, data visualisations).
  • Oversee maintenance of the web pages, ensuring functionality, performance and effectiveness.
  • Monitor and report on web analytics and insights, including analyses of downloads and searches.
Qualifications
Ideal Candidate Profile

Academic background

  • A university degree in business, political sciences, international relations, communications, or a related field.

Professional Background

  • A minimum of two years of experience in a communications role with similar responsibilities, preferably in an international organization or business organization.
  • Excellent writing, copyediting and proofreading skills with the ability to make complex information accessible for digital audiences.
  • Fluency with content development for social media platforms, particularly X, Facebook, Instagram, LinkedIn, and YouTube.
  • Experience in stakeholder engagement, segmentation, audience analysis and targeted messaging.
  • Experience in producing graphics, photos, short videos and animations for social media.
  • Experience in website maintenance and content development.
  • Experience in online communication tools and methodologies (such as online monitoring, web analytics or other online measurement tools, search engine optimization, and online marketing).
  • Ability to provide competitive insights, follow upcoming trends, and inform future strategy.
  • Experience of supporting colleagues with digital or other communications activities, through coaching/training and mentorship.
Skills and Tools
  • Expert knowledge of Adobe Creative Cloud (particularly InDesign, Adobe Audition, Adobe Express and Premiere).
  • Good knowledge of MS Office tools, particularly Word, Excel and PowerPoint.
  • Experience with OECD tools used in the various stages of preparation of OECD documents and publications desirable.
  • Highly experienced user of web content management tools (Adobe Experience Manager would be an advantage); strong skills in web analytics tools (Google Analytics 4 would be an advantage); good familiarity with data-visualisation tools (Chartbuilder, Flourish, R-Shiny would be an advantage).

Languages
  • Outstanding writing skills in English and good knowledge of French. Knowledge of another language would be an advantage.

Contract Duration
  • 12 month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.
