The Satellite and Spectrum Regulatory and Coordination Engineer will lead and execute the technical aspects of the strategy for enabling and protecting E‑Space’s use of radio frequency spectrum and satellite orbits through ITU coordination processes and national/regional satellite service authorization procedures. The ideal candidate has expert experience in defining, executing and defending sharing and co‑existence studies and deep knowledge of the applicable Radio Regulations, Rules of Procedure, and ITU‑R Recommendations.

This position will report to the Director of Regulatory and Market Access and will work closely with the technical leads across the E‑Space organization and the regional market access directors. This role is eligible for remote work across the US or Europe.

What you will do:
  • Analyze the potential of harmful interference between E‑Space and other satellite networks and terrestrial systems, in the aim of developing the coordination strategy and mitigation techniques and negotiating favorable coordination and licensing agreements.
  • Construct and execute the related regulatory co‑existence studies and defend these studies as needed at the ITU, in regional fora, and with other administrations/operators.
  • Within the regulatory team, participate in, and provide the technical lead and support, for: ITU network and operational coordination meetings, National licensing / authorization procedures and consultations.
  • Prepare and manage ITU satellite network filings in conformity with the Radio Regulations and applicable deadlines.
  • Review satellite network filings and preserve rights by commenting and following other ITU procedures within the regulatory deadlines.
What you bring to this role:
  • Experience analyzing the potential for harmful interference between satellite systems and knowledge of NGSO systems and orbital mechanics.
  • Expertise in the use of MATLAB / Python and other software for simulation and co‑existence studies.
  • Experience in ITU processes and meetings, and in preparing, managing, and coordinating ITU satellite network filings with other satellite operators internationally in conformity with the Radio Regulations.
  • Experience with supporting licensing activities and regulatory consultations/filings.
  • Excellent communications/reporting skills.
