A financial services company in Paris is seeking a Level 3 Operations Functional Analyst to manage the lifecycle of domestic and international securities, ensuring compliance with regulatory frameworks like CSDR. This role requires strong analytical skills, operational rigor, and the ability to coordinate across multiple stakeholders. The ideal candidate has a bachelor's degree in finance or a related field, along with at least 2 years of experience in back-office financial operations. Fluency in English is a must, with French being highly valued.

Role Overview

As a Level 3 Operations Functional Analyst within Euroclear Frances New Issues and Securities Operations environment you play a key role in ensuring the accurate admission issuance and lifecycle management of both domestic and international securities. You act as a senior operational reference for complex cases provide analytical support ensure compliance with regulatory frameworks such as CSDR and contribute to process optimisation automation and project this role you combine strong analytical skills operational rigor client engagement and cross-functional coordination to safeguard data quality reduce operational risk and enhance service delivery.

Key Responsibilities
New Issues & Securities Admission
  • Conduct detailed analysis and validation of admission files for domestic and foreign securities (equities bonds funds structured products etc.).
  • Ensure eligibility of securities within ESES by applying country sheets internal admission rules and regulatory requirements.
  • Apply and monitor CSDR guidelines for securities issuance including LEI/GL compliance.
  • Perform daily investigation and follow-up of New Issues activities to ensure data accuracy and operational stability.
  • Manage the issuance accounts for admitted instruments that are subject to settlement activity.
Data Quality Controls & Documentation
  • Contribute to building and maintaining a comprehensive and accurate securities reference database.
  • Identify manage and resolve complex issues autonomously while adhering to internal controls and procedures.
  • Analyse control reports and elevate issues where necessary.
  • Create maintain and enforce Standard Operating Procedures (SOPs) to ensure consistent high-quality output.
  • Produce operational documentation in both French and English for internal and external stakeholders.
  • Monitor TEFRA-D certification processes (temporary global certificates).
Client Service & Stakeholder Coordination
  • Act as a senior contact point for client escalations to prevent Risk Events.
  • Provide operational support to issuers centralising agents and domestic/foreign agent banks.
  • Collaborate effectively with internal teams such as Settlement Client Services and other Euroclear entities.
  • Build strong relationships with Euroclear Bank New Issues teams to streamline acceptance of nonT2S securities.
  • Coordinate actions across multiple stakeholders to ensure smooth execution of operational processes.
Process Improvement & Projects
  • Lead or actively participate in initiatives aimed at process optimisation automation and strengthening the control environment.
  • Serve as SPOC (Single Point of Contact) for New Issues process enhancements and IT transformation projects.
  • Drive continuous improvement by organizing problemsolving sessions reviewing workflow effectiveness and updating procedures accordingly.
  • Contribute to strategic change initiatives impacting the CSD (e.g. regulatory changes platform enhancements operational model evolution).
Profile & Skills
Professional Background
  • Bachelors degree or equivalent experience ideally in economics finance or accountancy.
  • (Preferred) At least 2 years of experience in back-office operations within the financial industry.
  • Strong understanding of securities markets Euroclear procedures and posttrade activities.
