Airswift is currently looking for an Onshore C&P Procurement & Freight Expeditor to work with our client, an Oil and Gas Operator.

Overview
ACTIVITIES : Ensure that the EPC Contract procurement and freight related activities are performed in accordance with the agreed contractual terms and conditions and Company procedures.
Responsibilities
- Review and comment monthly analysis of EPC Contractor Contract Material Status report.
- Expedite, monitor, control and report all procurement activities conducted by EPC Contractor in coordination with Engineering team and QA/QC lead.
- Share planning risks with Project Control team.
- Analyse and review freight profile of EPC Contractor (e.g., sub-contractor equipment, aggregate, construction material, fuel, etc.).
- Analyse and review TBL utilization study based on readiness of the berth at TBL and MOF versus EPC Contract equipment readiness for shipment and challenge CTR for mitigation of potential unloading bottlenecks at Site.
- Propose appropriate freight forwarding strategy for CPY items considering EPC Project occupation of unloading facilities (route, vessel type, etc.) to enhance material delivery at site.
- Establish contractual correspondence, logs and filing related to procurement expediting activities.
- Control progress and milestones in view of monthly payment release to Contractor.
- Report and inform transversal entities (e.g., Construction, Freight, Logistics, Engineering, Quality, Project Control) of scheduled completion for the EPC Contract Purchase Order and associated shipments.
- Monitor EPC Contractor international shipment activities, liaising with TEPMA1 air/land/port and with technical logistics on all operational matters when necessary.
- Prior to sea shipment, coordinate mobilization of Marine Warranty Surveyor.
- Ensure EPC Contractor customs clearance readiness and documentary conformity prior to shipment and at arrival.
- Liaise effectively with TEPMA1 administrative logistics (customs relations) to secure relevant permits, approvals and shipping documentation for the Freight Forwarding function.
Accountability
To manage and administer post-contract activities related to Onshore EPC Contracts in liaison with all TEPMA1 entities and in particular C&P Entity.
Qualifications and Experience Required
- Degree in Supply Chain / Logistics; Business School or equivalent.
- Professional experience: 10 years – minimum 5 years in a similar position.
- Knowledge of Procurement / Expediting / Freight Forwarding development and administrative process in a project environment, in an international context.
- Skills to administer multi-support reports, multitask coordination and interfacing with transversal stakeholders; problem solving and planning / coordinating / organizing / reporting / controlling.
- Languages: good command of English mandatory.
Context and Environment
Project Entity is a multinational joint venture, with a strong social performance element and project financing by high-profile lenders.
- Based in Milan during the Engineering and Procurement Phases (residential). Transferring In-Country as Construction phase develops to Maputo (residential) – repositioning to Afungi potentially (rotation).
- Strong functional link with the Project logistics entity in Maputo.
Job Dimension
Mozambique LNG is a strategic project led by TotalEnergies – order of magnitude cost of $18 billion. Onshore facilities include 2 LNG trains (13 Mtpa), LNG and Condensate storage, Marine Facilities (Jetty and loading facilities), Utilities and Early Site Infrastructure (Resettlement Village, Security works, airport, permanent camps, and roads). The Onshore Procurement and Freight Expeditor is responsible for simple procurement, expediting duties, and monitoring freight activities related to the management of the EPC contracts for the Onshore package of the MZ LNG project. The associated EPC contract value is circa $3 Billion for 3 years. Approximately 200 POs, 1000 inspections and 400 shipments.
