Job Description :
Reporting to the Head of Energy Development, and the Interconnection and Transmission Director, Interconnection and Transmission Manager is responsible for working with internal and external stakeholders, consultants, contractors to facilitate the management of all interconnection and transmission activities, including but not limited to managing ongoing interconnection applications, M&A DD Input, JV proposals, greenfield / prospecting opportunities, defining technical specifications, optimizing the designs within applicable RTO / IOU standards and in a cost-effective manner. This position is also tasked with helping the transmission team find, review, and assess transmission opportunities.
Duties :
- Provide technical guidance and review during greenfield, M&A, and JV diligence to ensure transmission and generation interconnection risks are mitigated or eliminated.
- Analyze transmission plans, and participate in transmission planning groups
- Review transmission opportunities from a commercial technical perspective
- Guide transmission and generation resource design to reduce cost and construction duration while optimizing overall plant concept. Define and specify the best technical solution based on the asset requirements.
- Carry out technical due diligence and risk assessment on generation and transmission interconnection reports and studies.
- Carry out site inspections to determine feasibility and alignment with the project requirements.
- Track and prioritize all interconnection transmission applications, studies, payments, deposits, etc.
- Ensure that authorization documentation in relation to the interconnection requests and technical approvals are successfully submitted.
- Coordinate the preparation of the technical documentation relating to the transmission and / or generation interconnection projects to be authorized.
- Manage Technical and Legal Advisors and Consultants to support related activities.
- Maintain relationships with DNO / TSO to support the grid application.
- Lead and manage the negotiations together with the Construction department, the development of EPC / ICP Contract Technical Appendices and Major Equipment Technical specifications
- Interact with and support construction and businesses areas and to support or serve as, the (PMQ) Person Most Qualified during generation and transmission interconnection discussions and activities.
- Support or help manage outside consultants / contractors with the operation and maintenance of FEI owned or constructed plants by providing grid expertise to the Asset Manager and O&M team managers.
Qualifications :
- Engineering degree related to electrical power systems and / or electrical engineering.
- Candidates with power system operations, power flow / voltage and stability simulations in PSSE, or similar experience, will be given priority.
- Proven track record and experience working with ISOs, RTOs, RCs, and TSPs in the US for at least 5 years.
- Proven ability to work in multiple interconnection jurisdictions with IAs (Interconnection Applications) and MMA(Material Modification Assessment) applications.
- Experience with TSR / TSA process as well as the ability to manage consultants and contracts with these activities.
- Ability to negotiate and implement GIA (Generator Interconnection Agreements), reimbursement agreements, and EPAs (Engineering Procurement Agreements).
- Proven experience and knowledge in transmission planning, applications, analysis and design.
- Proficiency in Basis Risk analysis, Pro-Mod, and balancing, and ATC availability analysis and procurement.
- Proven NERC & FERC knowledge and experience.
- Candidates with experience of working directly for ISOs, RTOs, TSPs, DSPs and / or other IPPs are preferred. Familiar with DSP and TSP standards.
- Candidates with experience in the design and construction of HV stations and power lines will be preferred, both overhead and underground.
- Experience in power line concessions and or business consulting is appreciated.
- Good understanding of Interconnection Agreements drafting.
- Experience in projects in America, Europe and Australiawill be valued.
- Available to travel as per projects / opportunities needs.
