Role & responsibilities
  • As part of the “HR Administration & Analytics” division, you will be responsible for managing a team, coordinating, monitoring work on HR administration and HR-related data analysis, to help position the HR department as a genuine strategic partner. On the one hand, the division is responsible for collecting, analysing and interpreting HR-related data using our HRIS software. This division works with the different services to understand needs. The division is also responsible for all deliverables (dashboards, annual report, social balance sheet, ad hoc statistics, etc.) produced by the department.
  • Its main tasks consist in :
  • developing existing dashboards by collecting data from all available sources in addition to system data, such as satisfaction surveys, individual interviews, data from other administrations
  • working with the various teams to establish Key Performance Indicators (KPIs)
  • based on the analysis of dashboards and the monitoring of these KPIs, anticipating trends and needs and make recommendations with a view to optimising HR processes, recruitment, skills development needs, etc.
  • monitor the budget in terms of headcount and prepare reports for management.
  • On the other hand, the division ensures the administrative follow-up of the CSSF' staff and handles relations with the administrations (médecine du travail, …), or other public service bodies. Its main tasks consist in :
  • managing the organisation chart, staff details and electronic management of staff personnel files
  • managing flexitime, time-savings account (CET – compte épargne-temps), recreation leave and other absences
  • acting as the point of contact for staff (e.g. internal mobility, career management, retirement, parking)
  • supervising and monitoring management by objectives within the CSSF, including updating generic job descriptions and jobs with specific responsibilities
  • supervising and monitoring annual individual meetings with line manager
  • International HR (relationship with other European authorities).
  • As Head of Division, you will be responsible for
  • organising and supervising the division's activities, ensuring that the necessary information is shared with the other stakeholders and that the deliverables are of high quality
  • ensuring compliance with deadlines, commitments, obligations and procedures binding the division and the CSSF
  • contributing to the ongoing development of the division and the department with a view to improving its efficiency and productivity.
  • In addition, you will work with all the teams within the department and interact with them on a daily basis.
Your profile
  • Master’s degree in management, IT, human resources or a related field
  • Previous experience in data analysis, ideally in the field of human resources
  • Good understanding of HR processes and the dynamics inherent in human resources
  • Sensitivity and ease with IT tools and information technologies; experience in an HR information system migration project is an advantage
  • Proficiency in common office tools (Excel, pivot tables, etc.)
  • Knowledge of data visualisation tools (Tables, PowerBI)
  • Fluency in Luxembourgish, French, German and English
  • Ability to communicate analysis results clearly to non-specialists
  • Ability to manage and lead a team and work with different departments
  • An analytical and rigorous mind
  • Organisational skills and ability to manage priorities
  • Proactivity and ability to make proposals
  • Discretion and accuracy in carrying out tasks

The successful candidate (m / f) will be hired as public employee (“employé de l’Etat”) under a permanent contract. If the candidate meets the required conditions, s / he will be asked to apply for admission to the status of civil servant (“fonctionnaire de l’Etat”).

Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n°3), dated less than 2 months, in order to prove their conduct and integrity.
