Huntington Ingalls Industries (HII) Mission Technologies is seeking a CTO Technical Strategist in Ramstein, Germany to support our customer, the USAFE Chief Technology Officer (CTO) who develop technical strategies for the Chief of Staff (CoS), DCOM, COM and senior United States Air Forces in Europe and Air Forces Africa (USAFE-AFAFRICA) leadership. The SME will support in the development, execution, and maintenance of a command-wide technology strategy. The CTO serves as the CoS’s technical authority and senior professional communications advisor and consultant and supports the 4-star USAFE-AFAFRICA Commander in his duties as lead integrator for the command. The position requires expertise in IT, cybersecurity, ISR operations, logistics, and coalition integration to meet mission-critical needs. *This is a contingent position.

What You Will Do:

• Serves as senior data and IT/Cyber technical advisor and consultant to the USAFE CTO, command leadership, and HQ staff.
• Serve as a senior data and IT/Cyber technical advisor to the CTO, command leadership, and HQ staff, responsible for technical guidance and overarching technical oversight, data governance, and architectural alignment, including technical leadership and mentoring. Develops, maintains, oversees execution, and tracks the progress of mission-driven command-level enterprise technology strategies while adhering to DoD security policies.
• Analyze National, DoD, joint, NATO, and partner nation operations, to identify and report on opportunities to leverage technology enhancements or identify emerging threats to existing capabilities, to inform capability gap analyses. Additionally, ensure proper U-A alignment with respective laws, policie, and regulations, while identifying any technological or operational needs.
• Identify and prioritize critical business functions in collaboration with organizational stakeholders. Develop innovative solutions to complex problems and complex mission needs and design architecture to align with existing technologies, networks, and existing capabilities.
• Implements tech/data vision and mission; drive significant savings and return on investment through the transformation of USAFE-AFAFRICA (U-A) IT and data governance management activities.
• Define and document how the implementation of a new system or new interfaces between systems impacts the security posture of the current environment. Establish and manage key performance indicators (KPIs) for IT, cybersecurity, and ISR systems. Prepare and deliver detailed technical reports and dashboards for senior leadership on system performance and progress.
• Supports U-A CoS, HQ Staff, COO, CTO, and CIO at meetings, conferences and senior-level forums as an expert consultant and advisor on technology and data management issues/matters. Architect solutions to address complex mission needs, ensuring alignment with IT, ISR, and operational networks while adhering to DoD security policies. Act as a subject matter expert (SME) for researching, coordinating, developing, and assisting with implementation of architecture concepts and standards to enhance U-A operations, including, but not limited to Command and Control (C2), IAMD, ISR, Anti-Access / Aerial Denial (A2AD), Theater Air Control System (TACS), AOC Operations, Data Sharing, and routine operations.

What We're Looking For:

• 9 years of relevant experience with a bachelor’s degree or higher in (systems) engineering, computer science, or related technical degree; 7 years of relevant experience with a Masters in a related field; 4 years of relevant experience with a PhD in a related field.
• Operational IT and technology experience a must; must understand how technology supports OPs, Intel, and/or other functional domains.
• Experienced in strategy to task development/execution, enterprise architecture, and project management experience; a mixture of managing IT, new/advanced tech with other projects. Able to understand the big picture and apply it at the tactical level.
• A strong grasp of the Department of Defense Architecture Framework; ability to define and document architectures that align with Operational Viewpoints, System Viewpoints, Technical Standard Viewpoints, and Capability Viewpoints.
• Cybersecurity Baseline Certificate to perform cybersecurity functions IAW DoDD 8140.01 Cyberspace Workforce Management, Information Assurance Workforce Improvement Program, and AFMAN 17-1303
• Enterprise Architect Certificate and FEAC Certification
• DoD CIO Certification (or similar)
• Clearance- Must possess and maintain a TS/SCI

Preferred Requirements

• Experience with data and architecture design, development, and building, ISR systems and AI/ML analytics. developing and integrating security technologies into an enterprise architecture and supporting organizational strategies.
• PMP is highly desired.
• Experienced in strategy to task development/execution, enterprise architecture, and project management experience; a mixture of managing IT, new/advanced tech with other projects.
• Ability to architect solutions to accommodate complex mission needs and design architecture to align technologies with network, security, and policy in a variety of environmental conditions.
• Information Assurance Technical Level III Certification (such as: CASP+ CE, CCNP Security, CISA, CISSP, GCED, GCIH, CCSP, CCSP).
• Experience in working with senior DoD officials, including OSD and Joint Staff; strong analytical and strategic thinking skills, with the ability to translate complex concepts into actional plans.
• Understanding of DoD and NATO Security Protocols, ensuring compliance with operational security, cyber defense policies, and classified data handling regulations.
• Wing-level or higher staff level experience as prior commissioned officer in the United States Air Force and experience with DoD-level mission engineering activities and expertise in DoD mission, functional or technology areas.
