The Opportunity:

The Toronto Police Services Board (TPSB) is seeking a dedicated professional to fill a permanent Analyst, Strategy & Governance position. This role offers a unique opportunity to contribute to the development of governance frameworks, policy and strategic initiatives that impact policing oversight and community safety and well-being in Toronto. As a key member of our team, you will lead evidence-informed analysis to strengthen public trust, accountability, and the effectiveness of governance processes.

The TPSB is the governing body overseeing the Toronto Police Service (Service) and is responsible for setting objectives, priorities, and policies that guide policing in Toronto. This position focuses on governance, strategic policy development, and oversight, rather than operational or service delivery functions. Analysts in this role lead projects that shape police governance and support Board decision-making through research, policy development, and performance monitoring.

What you will do:

Joining the Board Office s Strategy & Governance Team, you'll report to the Senior Advisor, Strategic Analysis & Governance. In this role you will employ advanced monitoring, research, and evaluation techniques to inform Board policies, and your work will play a vital role in strengthening accountability, transparency, and the quality of police service delivery in Toronto. Knowledge or experience in policing or police governance is not required, if you are prepared to apply transferrable skills and employ analytical and strategic thinking skills to translate evidence (quantitative and qualitative) into actionable policy recommendations.

If you have experience working in government, public administration, or a policy-driven environment particularly in a large public sector organization and are comfortable working independently in a dynamic and complex setting, we encourage you to apply.

This role requires critical thinking, independent problem-solving, and the ability to translate research and evaluation findings into actionable policy recommendations.

Duties & Responsibilities:

  • Lead policy research and analysis to support the Board s strategic initiatives, governance oversight, and policy development.
  • Develop and implement policy monitoring and evaluation frameworks to track the effectiveness and impact of Boad policies and governance initiatives.
  • Lead research projects related to police governance, public safety, and community safety and well-being, ensuring alignment with strategic priorities.
  • Provide evidence-based recommendations to inform Board decisions on governance and policy matters.
  • Identify, analyze, and interpret emerging trends, public and community feedback, risks, and policy implications for police oversight and governance.
  • Manage projects from conception through to completion which contribute to the Board s strategic priorities, including cross-sectoral collaborations and strategic engagement.
  • Consult with internal and external interest holders, including the Toronto Police Service, City of Toronto divisions, community organizations, and other oversight bodies.
  • Prepare briefing notes, reports, presentations, and policy documents for the Executive Director, Board Members, and external partners.
  • Support the Board s strategic planning process, including the development of governance work plans, performance measurement and monitoring frameworks.
  • Establish and maintain solid working relationships with key interest holders in the governance, public administration, and community safety and well-being sectors.
  • Support the Board's oversight of the Service by assisting the Senior Advisor in analyzing Service reports, including Audit & Quality Assurance reports, identifying information gaps, and collaborating with the Service to develop and monitor strategies to address identified deficiencies.
  • Develop resources and materials for the Board s website, as needed.
  • Act in absence of the Senior Advisor, as required.
  • Perform any other typical duties and tasks inherent to the job.

How do I qualify?

Education/Experience:

  • University Degree in a related field such as public policy, public administration, political science, evaluation, or social sciences, or an equivalent combination of education and experience. Master s degree is an asset.
  • Minimum 3 years of experience in policy development, program evaluation, governance analysis, or strategic planning in a public sector or government setting.
  • Minimum 3 years of experience leading qualitative and quantitative analyses related to program improvement, monitoring strategies, and/or policy evaluation.
  • Experience managing multiple projects in a dynamic environment, with the ability to independently structure work and meet deadlines.
  • Experience gathering, analyzing, and documenting business requirements, workflows, and procedures related to complex business processes.
  • Experience using quality improvement methodologies to evaluate and improve business processes, with a focus on identifying best practices and optimizing service delivery.
  • Experience with governance frameworks or policing is an asset.
  • Previous experience in a large public sector organization is preferred.
  • Accreditation or certification in the following areas would be an asset: project management, evaluation, auditing methods and practices.

Skills/Competencies:

  • Demonstrated commitment to embracing diversity and employing anti-racist approaches, with a deep sensitivity to the lived experiences of individuals affected by mental health and addictions, members of the 2SLGBTQI+ community, and other equity deserving populations.
  • Project management experience, including project planning, coordinating timelines, deliverables, and strategic engagement, is essential.
  • Demonstrated ability to work independently, take initiative, and exercise sound judgement in a complex policy environment.
  • Excellent written and oral communication skills, with experience developing reports for public and internal use, policy briefs, and delivering presentations to senior management and external interest holders.
  • Strong interpersonal skills, with experience engaging with diverse interest holders and working collaboratively in a team setting.
  • Knowledge of governance structures, public policy development processes, and oversight mechanisms.
  • Proficiency in Microsoft Office Suite including Word, Excel, PowerPoint, and experience using data analysis or visualization tools is an asset.
