A governmental environmental agency in Yellowknife is seeking a Senior Strategic Advisor for Major Projects. The role involves providing technical advice, conducting risk assessments, and developing policies related to complex land management projects. The mandate of the Department of Environment and Climate Change is to manage land, water, air, wildlife, and forests. This includes promoting, planning, and supporting the wise and sustainable use of natural resources, and protecting, restoring, and stewarding the environment for the social and economic benefit of all Northwest Territories residents.
The Senior Strategic Advisor, Major Projects (Senior Advisor) is accountable to support the administration and management of public land for the development of complex and medium to high-risk projects in the Northwest Territories (NWT). They must possess an in-depth understanding of this distinctly northern environment within which the Government of the Northwest Territories' (GNWT's) land and resource management and administration obligations are carried out and demonstrate the ability to provide strategic direction and leadership that is reflective of departmental goals, objectives, and priorities.
The Senior Advisor conducts file-specific issue research and analysis including correspondence, precedents, jurisprudence, environmental management, legislation, regulations, policies, complex or new land management issues. This research and analysis is used to provide advice on corrective actions, recommendations and decisions that are consistent and legally binding and/or prepare responses to proponents, Indigenous Governments, provincial and federal ministries, senior management and staff and other Departments. It is critical that the Sr. Advisor ensures consistency with differing clients and partners on important land management issues.
The Senior Advisor conducts studies and trend analysis, identifies potential policy/legislative changes and gaps, and makes recommendations to the Manager for potential inclusion in the departmental policy framework. The Senior Advisor participates on teams established to undertake research, special studies, analysis of specific policy research and strategic planning issues which involve input from all Divisions and Regions of the Department. The Senior Advisor advises on and supports the development of the optimum approach for dispositions, assists with drafting integrated and cohesive final reports, documents, and contracts, and provides analysis, commentary, and recommendations to senior management.
The Senior Advisor conducts and reviews risk assessments on applications to confirm if a security assessment is warranted. The Sr. Advisor also performs and reviews security calculations for medium to high-risk projects and provides their recommendation to the Manager.
The Senior Advisor contributes recommendations to co-management board processes for projects that have accompanying land dispositions and provides expert technical advice in the review of management plans.
