Senior Project Manager, Planning & Design (2 Openings)

Position
Waterloo Regional Health Network (WRHN) is implementing a multi-year Facilities Redevelopment Master Plan to facilitate building a regional system of care that will meet the growing needs of the local community, expected to grow to 1 Million by 2050, and provide care closer to home for decades to come.
Led by the Vice President, Redevelopment, the Redevelopment Team works collaboratively across WRHN to plan, design, and implement all components of the multi-year Facilities Redevelopment Master Plan. The Plan includes a new, state-of-the-art hospital site in Waterloo (WRHN @ The University); renovating and expanding the existing WRHN @ Midtown Site as an ambulatory and urgent care centre; expanding WRHN @ Chicopee in Kitchener for modernized and expanded rehabilitation capacity; and maintaining WHRN @ Queen’s Blvd. to continue to deliver excellent care and service until approximately 2035.
Responsibilities
General/Technical:
- Manage and oversee the Design Team, including Prime Consultants and Specialty Consultants, in potentially different project procurement and delivery methods, in overlapping timelines.
- Provide open communication and support effective collaboration with entire project team to ensure cohesive approach to a successful project delivery.
- Work with the Senior Project Managers, Transaction & Construction to ensure a comprehensive development of project requirements for both Planning & Design and the Transaction & Construction requirements of the project.
- A multidisciplinary approach to building construction and familiarity with various project delivery models, including Stipulated Sum, Design-Bid-Build, Turnkey, Construction Management, Alternative Financing and Procurement (AFP), and Integrated Project Delivery (IPD).
- Seamless coordination among all project disciplines, guaranteeing that the final product aligns with user functional requirements, the project timeline, and the established budget.
- Effectively translate user requirements into actionable planning, design, and technical directives for design teams, vendors, and construction trades.
- Support the development of project technical requirements with internal project staff, consultants, and hospital user groups.
- Ensure that the documentation produced is comprehensive, precise, and reflects the intent of WRHN users’ planning and design requirements.
Design Management:
- Organize and coordinate all planning meetings involving department representatives, consultants, and essential team members throughout the design and working drawing phases.
- Support the implementation of the overall project’s development, provide input, review, coordination and integration of the planning, design, and transactional documentation into the project works, including, but not limited to, project specifications, PSOS, FMOS, FF&E and ICAT integration requirements.
- Identify project related risk throughout the design and implementation of the project with Project Director, Planning & Design.
- Assist Redevelopment Team Project Managers, as required, to address Facilities Management, FF&E, and ICAT project scope development and implementation requirements.
- Collaborate with the consulting team, overseeing and validating the work of architects, engineers, and various specialty consultants.
- Facilitate engagement with executive leads and key stakeholders to define and prioritize project objectives, tasks, and timelines to meet schedule and budget.
- Assist the Project Director, Planning & Design in scope development and documentation for related projects in support of the main redevelopment project.
- Work closely with other leaders to support related programming, planning, design, and operational project development requirements.
- Provide input into project plans, scheduling of works, and implementation schedules; manage identified project risks and issues related to overall project success.
- Assist in planning and development of the Multi-year Facilities Redevelopment Master Plan, including working with project consultants on interim and long-term facility requirements.
Governance And Communications:
- Attend all project related meetings with the Planning, Design & Compliance (PDC) team, Project Company (PCo), hospital user groups, project partners and authorities having jurisdiction.
- Serve as a liaison with hospital departments, the MOH, the City Buildings Department, and vendors to ensure adherence to project timelines and deliverables.
- Facilitate meetings with senior leaders and stakeholders to ensure consistent communication, monitor progress against milestones and financial metrics, and ensure timely, budget-compliant project completion.
- Build relationships with senior leaders and executive sponsors to influence decision making relative to project strategy, risk and outcomes.
- Deliver presentations and project status reports to leadership; present options and recommendations for corrective actions when needed.
- Ensure appropriate decisions and signoffs are obtained from required partners and senior leadership.
- Handle negotiations and conflict resolutions with stakeholders to ensure project success.
Site Planning:
- Collaborate with consultants and external stakeholders (City of Waterloo, Region of Waterloo, University of Waterloo, GRCA, provincial Ministries) for the Master Site Plan and approvals.
- Coordinate the work of the Master Site Plan and the PDC and PCo RFPs.
Design And Contract Documents (PSOS):
- Ensure WRHN representation at user groups; inform design and FF&E requirements.
- Facilitate links to all user groups and the redevelopment project team; manage design of infrastructure/building systems and major equipment requirements.
- Ensure compliance of Stage 2 PSOS development, Stage 3 procurement, and late Stage 3 implementation/occupancy documentation.
- Document thoroughly across potentially two delivery methods from inception through occupancy/operations.
- Coordinate FF&E, ICAT, Sustainability (LEED/WELL) initiatives within technical documents.
- Understand construction contract law and project management processes for facilities work.
- Coordinate with Operational Readiness requirements in PSOS for a smooth transition to operations.
Procurement:
- Develop and execute RFQs, PAs, and RFPs; support Enabling Works and Off-Site Infrastructure with IO and utility partners.
- Support RFP open/closed periods and participate in evaluation and review processes.
Construction:
- Resolve implementation issues; review documents for design integration with ICAT, FF&E, LEED, and WELL initiatives.
- Coordinate transition planning, move work, and project closeout with the Redevelopment team.
Position Requirements:
- A University degree or college diploma (Architecture or Engineering preferred) with professional status or equivalent experience.
- PMP designation or Construction PM status is an asset; LEED/WELL accreditation is preferred/asset.
- 5-10 years as a Senior Project Manager in healthcare planning, design, and construction with complex projects.
- Experience on healthcare capital planning projects; DBFM/CM delivery experience is an asset.
- Experience on healthcare buildings >$100M; strong knowledge of building codes and infection control in construction; contract law familiarity.
- Familiarity with Infrastructure Ontario delivery models; strong communication and negotiation skills.
- Experience with Revit, AutoCAD, MS Project, SharePoint, and MS Office.
