Overview

Senior Human Resources Consultant, Department: Human Resources Division, Water and Waste. Designated Work Location: 1199 Pacific Avenue, Hybrid with designated work location. Position Type: Permanent, 35 hours per week, Full-time. Hours of Work: 8:30 a.m. to 4:30 p.m., Monday to Friday. Salary: $89,123.97 to $121,466.82 annually, Out of Scope Grade 4. Job Profile

Under the direction of the Manager of Human Resources, the Senior Human Resources Consultant is responsible for coordinating HR system requirements, HR operational business planning requirements, and overall HR training records management and communication for the Department. The Senior HR Consultant guides and manages the provision of HR services, policies, and programs for assigned Water and Waste Divisions. As a member of the Division’s supervisory team, the position oversees HR operations and business plans and delivery of related HR services, including timekeeping/payroll, training administration, and training on PeopleSoft enhancements. The role involves reviewing and analyzing HR information, making recommendations, and assessing risks. It also services staffing, labour relations, training, and HR standards and protocols for the assigned divisions.

Responsibilities include developing systems and processes to enable timely and effective delivery of priority services and ensuring alignment with operations needs.

Your Responsibilities
  • Participate and support the development of the Human Resources business plan within the Water and Waste Department.
  • Manage the payroll process, staff and departmental PeopleSoft system requirements, departmental system security roles, and the Employee Identification and Access Card system.
  • Develop, implement, maintain, and evaluate departmental HR systems, procedures, and programs.
  • Coordinate and provide resources and support to Divisional Managers, Supervisors, and staff in Labour Relations, including grievance and disciplinary hearings, arbitration, and contemporary HR management issues.
  • Manage the planning and delivery of staffing, selection, promotion, and placement for the assigned portfolio.
  • Coordinate and provide resources and support in Compensation and Classification review, including job descriptions, job reviews, and reorganizations.
  • Supervise junior staff.
  • Promote continuous education and development of staff by planning and developing departmental training/education plans.
  • Undertake special projects and participate in Departmental and Corporate HR committees.
  • Assist in preparing yearly budget estimates for the Human Resources Division.
Qualifications
  • Bachelor's Degree in a related field; Human Resources Certificate preferred; or an equivalent combination of education and experience.
  • CPHR designation preferred.
  • A minimum of four years’ experience in the human resources field in a directly related position.
  • Extensive knowledge and senior administrative experience in managing HR systems and processes in a diverse environment.
  • Ability to work cooperatively as a key member of the division’s supervisory team and departmental Management team.
  • Thorough knowledge of Collective Agreements, Human Rights Legislation, HR statutes, and HR benefits & policies.
  • Thorough knowledge of recruitment, classification, grievances, discipline, return to work, and attendance management processes.
  • Knowledge of payroll requirements, position management, benchmarking, and FTE analysis.
  • Strong skills in business process development, performance measurement, project management, and problem solving.
  • Ability to consult, mediate, negotiate, and work with Senior Management, Unions/Associations, and other groups.
  • Demonstrated leadership abilities and experience in developing a creative, team-based work environment.
  • Strong communication skills, both oral and written, with diverse stakeholders.
  • Problem solving and conflict resolution skills; ability to maintain composure addressing workplace issues.
  • Ability to plan, strategize, organize, and investigate Labour Relations issues (grievances, discipline, negotiation).
  • Ability to develop HR procedures through research and thorough analysis.
  • Knowledge of HR information technology systems and procedures.
  • Proficiency in Microsoft Office and ability to learn new technologies as required.

Conditions Of Employment
  • Must maintain legal eligibility to work in Canada. If a work permit is held, it must remain valid.

  • May be required to provide a vehicle for transportation on City business, subject to the City Transportation Policy.
  • Must possess and maintain a valid Class 5 Manitoba Driver’s Licence.
