A provincial healthcare project division is seeking a Senior Director, Project Delivery & Construction to lead multiple healthcare infrastructure initiatives exceeding $1.0B. This role demands extensive leadership experience, strategic planning skills, and the ability to manage complex projects. The ideal candidate will possess a relevant degree and certifications, and demonstrate strong negotiation and stakeholder management capabilities. The Province is undertaking major healthcare infrastructure investments in Cape Breton Regional Municipality (CBRM). The CBRM Healthcare Redevelopment Project, currently under construction, includes: A new Energy Centre, Cancer Centre and Clinical Services Building at the Cape Breton Regional Hospital site in Sydney; and the construction of a new community health centre in North Sydney to replace the aging Northside General hospital.
Overall Purpose:
The Senior Director, Project Delivery & Construction (CB) is required to lead multiple projects currently under construction, including:
The Senior Director will be a key part of the Build Nova Scotia Healthcare Infrastructure Project Team, providing leadership in the above areas throughout the project lifecycle, from initiation, planning, procurement, construction, monitoring, commissioning, project handover and transition to the operational phase.
The Senior Director will liaise with multiple consultants, Departmental and Nova Scotia Health Authority representatives, and other various stakeholders.

Collaboration, negotiation and persuasion skills are paramount as this role requires the engagement of internal and external stakeholders
Demonstrated project management, process re-engineering and organizational skills
Demonstrated ability to work effectively under pressure and with changing priorities and deadlines
Proven project planning and major capital projects related experience.
Proven ability in managing external advisors or consultants.
Ability to maintain confidentiality at all times.
Excellent skills in negotiation, consensus-building, communication and interpersonal skills to deal with many different internal and external partners.
Ability to manage complex and concurrent project activities, meet deadlines and manage change is essential.
Able to direct the work of project team, consultants and stakeholders in a fast paced, results and schedule driven environment.
Responsibilities
Assume ownership for project delivery of broad healthcare portfolio capital investment valued in excess of $1.0B
Provide effective leadership to a senior team of technical staff, both internal and external.
Serve as the owner's representative to ensure projects are delivered with the best interests to the Province of Nova Scotia.
Oversee construction, contract management, cost control and safety and schedule monitoring.
Oversee facilities development including feasibility studies, site selection, scope management, master programs/plans, value for money analysis, business cases, etc.
Establish departmental performance targets consistent with corporate and divisional objectives.
Develop, plan, and implement capital and operating budgets.
Develop and monitor project risks.
Lead and manage the team members and relevant work streams including Infrastructure work stream.
Effective resource management, including human resources, and external/internal consultants. Manage internal team of direct reports under a best-practices model, and oversee professional development of team members.
Provide regular ongoing reporting to the VP, Healthcare Infrastructure on work stream status, progress, and risk.
Develop and maintain relationships with consultants/contractors/vendors and evaluate their performance.
Maintain stakeholder relationships and manage conflict resolution.
Develop and implement strategies to effectively manage contracts, negotiate changes/variations to contractual agreements.
Provide senior oversight during the design and development phase.
Accountable for procurement, bid compliance and evaluation within current municipal, provincial and national standards, codes, bylaws and regulations applicable to healthcare.
Oversee commissioning, project handover, contractor evaluation, fit-up, training, site safety and security,
Support the NS Healthcare Infrastructure Project Leadership Team to obtain key approvals, including, but not limited to:
Attend as required all project related meetings with Senior Management, DPW, DHW, NSH, Contractors and relevant community groups
Identify and address non-conformance, evaluate the cause, direct remedial action.
Support Sr. Executive leadership to prepare necessary project reporting and summary materials, and brief high-level Government officials on Program portfolio status and confidential commercial matters related to project delivery, construction and implementation.
Ensure teamwork and collaboration across business units to ensure effective development and implementation of project management activities. Coordinate with Build Nova Scotia\'s PMO to recommend and assist in development and maintenance of Build Nova Scotia\'s reporting documents and best-practices project delivery methodologies.
