The Occupational Safety and Health (OSH) Branch provides centralized leadership and oversight for workplace safety, employee health, and disability management across government departments. It develops policies, ensures compliance with legislation, and delivers programs that promote injury prevention, recovery, and well‑being. The branch also provides case management for individual cases supporting timely and safe return to work and accommodation planning. Its integrated approach fosters a safe, healthy, and supportive work environment throughout the public service.

Duties

Reporting to the Manager, RTW and Accommodation Services, you will be part of a professional team dedicated to supporting employees and management through disability case management. As the primary point of contact, you will provide expert guidance on occupational health and disability management, coordinating return‑to‑work initiatives, facilitating accommodations, and acting as a liaison between employees, management, and benefit providers such as WCB, MPI, LTD, and unions. Your responsibilities include leading or participating in Return‑to‑Work and Accommodation meetings, ensuring early contact with employees and issuing Return‑to‑Work packages, administering Skills Self‑Assessments and medical information requests, developing and interpreting medical documentation to assist in developing individualized plans, preparing enhanced Individualized Accommodation plans, monitoring and following up on work plans. You will also communicate and coordinate with third parties, maintain case management processes, and provide advice on disability management, policy interpretation, and training initiatives to ensure successful outcomes for complex or long‑term cases.

Qualifications
Essential
  • Post‑secondary education in a related discipline (e.g., Nursing, Social Work, Physiotherapy, Occupational Therapy, Physical Therapy, Athletic Therapy, Human Resources) or a combination of post‑secondary education and certification in Disability Management. An equivalent blend of education, training, and relevant experience will also be considered.
  • Experience delivering consultative and case management services for disability management, rehabilitation, and accommodation.
  • Experience in developing and interpreting medical information and developing return‑to‑work/accommodation plans.
  • Excellent interpersonal, written, and verbal communication skills.
  • Strong interpersonal skills and a collaborative approach to working with multiple stakeholders, including unions, external agencies, and internal teams.
  • Comprehensive knowledge of applicable legislation, organizational policies and best practices in disability management.
  • Exceptional communication skills – both written and verbal – with the ability to convey sensitive and complex information to a variety of audiences.
  • Advanced critical thinking and decision‑making skills, with the ability to evaluate complex situations and provide sound recommendations.
  • Superior organizational and time management abilities, capable of managing multiple cases simultaneously, adapting to shifting priorities, and meeting strict deadlines.

  • Experience working in disability management in a unionized environment.
  • Experience developing and delivering training workshops.
  • Ability to communicate verbally and writing in French.
