Job Information

The Recycling Program Coordinator (Coordinator) is located in Yellowknife and reports to the Manager, Waste Reduction and Management. The Coordinator's main responsibility is to manage the operations of the Government of Northwest Territories (GNWT)'s recycling programs. The Coordinator is responsible for the operational side of the Waste Reduction and Management Section to deliver effective, efficient, transparent, accountable, and self-sustaining waste prevention, reduction, reuse, and recycling programs for residents of the Northwest Territories (NWT). The Coordinator is also responsible for ensuring compliance with the Waste Reduction and Recovery Act (WRRA) and Regulations under the WRRA, and the Terms and Conditions of licenses by monitoring and conducting inspection and audits of depots and processing centers. Working as a team, the Coordinator is also responsible for implementing new waste prevention, reduction, reuse, and recycling programs and initiatives. The Coordinator is the Department's program representative during frequent travels to all NWT communities. The incumbent must demonstrate excellent interpersonal skills and make field decisions to effectively deliver programs and be able to manage and work with contractors and casual employees to complete a job. The employee is appointed as an officer under the Waste Reduction and Recovery Act and provides advice and assistance to ECC regional and field staff throughout the NWT and assists ECC headquarters staff on environmental management issues as they pertain to waste prevention, reduction, reuse, recycling, and recovery.

Key Responsibilities
  • Manages the operations of the Beverage Container Program (BCP) to ensure that the program operates effectively, efficiently, and in a manner that is consistent with the Waste Reduction and Recovery Act, and regulations under the act and that it meets the objectives of the Waste Reduction and Management Section.
  • Monitors, inspects, and audits depots and processing centers operations to ensure compliance with the Terms and Conditions of the licenses, the Beverage Container Regulations and the Waste Reduction and Recovery Act.
  • Implements new waste prevention, reduction, reuse and recycling programs and initiatives under the Waste Reduction and Recovery Act.
  • Maintains qualifications in professional, technical, and administrative areas by attending and/or completing seminars, meetings, formal courses, and other training as assigned.
Key Qualifications
  • A bachelor's degree in Business Administration, Economics, Accounting, Finance, Marketing, Environmental Sciences or a relevant Degree, with a minimum of two (2) years' experience in program delivery and operation, preferably in the field of waste prevention, reduction, reuse, and recycling in a northern environment.
  • Equivalencies can include:
    • Master's Degree in a Business Administration, Economics, Accounting, Finance, Marketing, Environmental Sciences, or a relevant Degree, with at least one (1) year experience in program delivery and operation, preferably in the field of waste prevention, reduction, reuse, and recycling in a northern environment.
    • Diploma in Business Administration, Economics, Accounting, Finance, Marketing, Environmental Sciences, or a relevant Diploma, with a minimum of four (4) years' experience in program delivery and operation, preferably in the field of waste prevention, reduction, reuse, and recycling in a northern environment.
  • Relevant Degrees/Diplomas can include but are not limited to Environmental Studies and Supply Chain Logistics.
