About the position

Duties

The Realty and Municipal Services team of Jasper National Park is responsible for the land administration of over 1,500 leasehold properties in Jasper, Alberta. The role is split between PM-03 Realty Officer and PM-04 Realty Advisor.

PM-03 Realty Officer

Primary responsibilities may include:

  • Reviewing legal documents related to sales, mortgages, sublease/tenant agreements to ensure Parks Canada’s administrative requirements and procedures are met.
  • Liaising with Jasper residents, law offices and realtors on leasehold property matters.
  • Commissioning statutory declarations.
  • Drafting documents such as leases, forms, letters, correspondence and preparing documents for signatures.
  • Liaising with the national land registration office on record keeping.
  • Filing documents, labelling, uploading into the national land registration system, organizing digital and hard copy records, and reporting on data.
  • Conducting file audits and researching realty-related queries.
PM-04 Realty Advisor

Primary responsibilities may include:

  • Preparing land agreements such as leases and licences of occupation.
  • Conducting file audits and research to provide in-depth and/or strategic recommendations on land use, rent, and other realty considerations.
  • Preparing formal documents such as approval forms, recommendations, briefing notes, letters, and other correspondence.
  • Providing support and oversight to the realty team, including reviewing and editing documents.
  • Liaising with other field unit departments on realty-related projects.
  • Engaging in lease negotiations for new agreements.
  • Reviewing complex eligibility files and providing solutions based on recommendations.
Work environment

Parks Canada is a federal government agency responsible for protecting and presenting Canada’s natural and cultural resources through national parks, marine conservation areas, and historic sites.

The position is located in Jasper National Park, the largest and wildest of the Rocky Mountain Parks.

Intent of the process

This position will be filled on a 12‑month term, acting, or assignment basis with the possibility of extension. The process may also create a list of qualified candidates for similar positions with various tenures, security levels, or languages.

You need (essential for the job)

Education: A secondary school diploma or acceptable combination of education, training, and/or experience. A degree or diploma from a recognized university or college with a specialization in legal studies, law, public administration, land use/community planning, or related field is an asset.

Experience (PM‑03 / PM‑04):

  • Written communication: writing, reviewing, editing/proofreading documents.
  • Engaging with commercial operators, businesses, government/municipal administrations, professional groups, or the public.
  • Managing and organizing documents/data: filing, database entry, report generation, audits, data compilation.
  • Drafting at least one of the following: legal documents, contracts, policy briefs, reports, proposals, memos, essays, research papers.
  • Conducting research and analysis of legislation, regulations, or policies related to contracts or legal opinions.

KNOWLEDGE:

  • K1: Knowledge of the Canada National Parks Act, National Parks of Canada Lease and Licence of Occupation Regulations and related legislation.
  • K2: Knowledge of Parks Canada realty terminology and concepts (lease, licence, memorandum of understanding, service contract, etc.).

ABILITIES:

  • AB1: Communicate effectively orally and in writing.
  • AB2: Prepare concise, accurate briefing materials and realty instruments.
  • AB3: Provide solutions-oriented approaches to conflict management.
  • AB4: Analyze and recommend land use based on legislation and policies (PM‑04 only).
