Reports to: Manager, First Nations, Inuit and Métis Engagement & Integration

Location: Hybrid. The Partnership’s head office is in downtown Toronto. Candidates can work anywhere in Canada.

Employment category: Permanent

Job level: Level 6 salary range: $80,624 - $109,080 per year; Compensation offered will be based on an assessment of the candidate’s knowledge, skills, competencies, and experience, while ensuring internal equity.

Division overview

The Strategic Partnerships Division plays a key role in the engagement of partners in Canada’s health system and broader cancer community who are critical to implementing practice and policy changes that deliver on the priorities of the 2019-2029 Canadian Strategy for Cancer Control. The division works with the Partnership’s program teams and system partners to develop work plans, monitor progress, and regularly assess new and evolving work to ensure it aligns with the eight priorities of the Strategy. The Strategic Partnership leads communications activities to support and profile the collaborations that drive towards the outcomes of the Strategy. The division also oversees a special agenda of working alongside First Nations, Inuit and Métis to advance People-specific priorities and actions, outlined in the Strategy, by co-developing and implementing solutions to improving cancer care for those in these communities.

Overview of role

The Program Manager First Nations, Inuit and Métis Cancer Strategy supports the Strategic Partnerships Division in carrying out projects and initiatives to achieve organizational priorities. Reporting to the Manager, the incumbent coordinates and provides support to deliver on program/project objectives. As a highly organized professional with strong time management skills, this position delivers on the tasks of the job while contributing to CPAC’s overall vision to reduce the burden of cancer.

Core responsibilities and activities
  • Provides direct support and leadership to partners with respect to advancing CPAC’s funded initiatives.
  • Works internally across CPAC to ensure coordinated response to the identified self-determined priorities of First Nations, Inuit, and Métis partners.
  • Collaborate with funded partners to ensure delivery against the Canadian Strategy for Cancer Control outcomes.
  • Actively engages funded partners to drive shared priorities that align with CPAC’s goals and support the strategic priorities and supports partners’ progress against workplans and commitments for CPAC’s outcomes.
  • Directly engages with funded partners towards the delivery of the work against the funding agreement and work plans, including assessing the status of work and co-creating resolutions to challenges to ensure continued progress.
  • Works closely with CPAC’s Regional Liaisons to directly contribute to the development of strategies in support of the delivery of work aligned to strategic outcomes and/or new initiatives. Ensures that the First Nations, Inuit, and Métis priorities are captured in all projects and programs.
  • Works closely with others to share information in a timely manner to ensure financial matters are managed.
  • Actively identifies, forecasts, and assesses provincial/territorial, national, and international trends, and advancements in cancer control, determines implications for Partnership, First Nations, Inuit and Métis partners, and shared priorities.
  • Collaborates across CPAC to identify opportunities for linkages between First Nations, Inuit, and Métis partner priorities and new or existing work at CPAC.
  • Identifies areas of intersection and/or synergies between CPAC and key external partners, and drives the strategic action needed to integrate these into CPAC’s work.
  • Contributes to CPAC-wide initiatives to foster integration, high performance, program effectiveness, and impact toward the achievement of outcomes and goals.
  • Maintains knowledge of program content, status, updates, and findings.
  • Acts as a source of substantive information to internal and external partners.
  • Builds and develops trusted relationships with key decision makers at all levels and across all teams in CPAC.
  • Assists the Director, and division teams, as required.
  • Performs other duties and ad hoc projects as required.

Experience and qualifications
  • Demonstrated experience collaborating with First Nations, Inuit, or Métis communities and organizations is a requirement.
  • University Undergraduate Degree in Health Administration, Health Policy, Indigenous Studies, Public Health or other relevant discipline, or an acceptable combination of education and lived experience.
  • Minimum 5 years’ professional experience required, preferably in the non-profit or healthcare sector.
  • Proficient in Microsoft 365 (Outlook, Word, Excel, PowerPoint, SharePoint, Teams, OneDrive).
  • Demonstrated engagement with cultural awareness/safety learning (ie. formal training from a recognized First Nations, Inuit, or Métis provider or institution)
  • Bilingual in both English and French is an asset; knowledge of a First Nations, Inuit, or Métis language is also an asset.
