Overview

The Local Government Management Association of British Columbia (LGMA), located on the traditional territories of the lək̓ʷəŋən (Lekwungen) Peoples, also known as the Xʷsepsəm (Kosapsum) and Songhees Nation, is an independent non-profit organization that has been providing professional development and training for local government professionals across B.C. for over 100 years.

Position Summary

This position will appeal to an experienced professional who would enjoy managing a complex mix of educational design, program management, coordinating volunteer guest faculty, and building connections with the help of a supportive team. This position operates with a high degree of independence, models integrity in serving local government to the highest ethical standard, and maintains the Association’s strong reputation. You are a strong decision maker, yet you know when to engage peers or escalate a decision to the Executive Director. You develop and maintain a broad network of cooperative relationships and effectively liaise with volunteers, subject matter experts, and internal and external partners. You have excellent problem solving, communication, and change management skills, with the ability to exercise a high degree of judgment in situations of uncertainty or shifting priorities. You enjoy periodic travel to locations around B.C. to deliver programs or to national locations to attend professional development opportunities.

The key responsibilities of the Program Manager position include:

  • Program Design & Development: Lead the planning and creation of training programs with volunteer and contracted faculty, ensuring relevance to local government needs.
  • Curriculum Facilitation: Guide content design sessions to shape effective learning formats and delivery methods.
  • LMS Expertise & Support: Provide expertise in Learning Management Systems and mentor faculty in their use.
  • Faculty Recruitment & Engagement: Source, assess, and support professionals across the province to deliver LGMA programs.
  • Operational Oversight: Direct contracted faculty, suppliers, and volunteers to ensure efficient program delivery and monitor financial and quality outcomes.
  • External Relations: Represent LGMA at meetings and events, fostering strong relationships with external partners.
  • Interagency Collaboration: Build and maintain networks with key organizations supporting local and First Nations governments (e.g., FNPSS).
  • Strategic Advisory: Provide strategic and technical guidance to the Executive Director and Board.
  • Organizational Planning: Contribute to strategic, financial, and resource planning initiatives.
  • Policy & Priority Development: Support long-term planning and policy development, including advancing Indigenous relations.
  • Program Alignment with Sector Priorities: Integrate strategic goals—such as Indigenous relations, IDEA (Inclusion, Diversity, Equity, and Accessibility), and innovation—into program design and delivery.
  • Team Collaboration: Work closely with LGMA staff and contractors to promote innovation and shared success.
  • Partnership Building: Cultivate strategic alliances and grow the LGMA volunteer network.
Qualifications

We are looking for a self-motivated leader with a post-secondary degree in Business, Public Administration, Adult Education or a related discipline, and a demonstrated history of related experience with:

  • Program/project planning, implementation and evaluation;
  • Designing educational programs, particularly for adult learners;
  • Advancing DRIPA and/or supporting internal and external efforts to build Indigenous relations;
  • Identifying, recruiting and supporting volunteers who provide program advice and training;
  • Leading inclusion, diversity, equity, and accessibility initiatives;
  • Strong financial management skills and ability to manage budgets and expenses;
  • Managing vendors, suppliers and contractors; and
  • Technology inherent in the job including Office 365

Preference will be given to candidates with content development experience utilizing virtual software and learning management systems. Understanding of local government operations and the local and First Nations government systems in BC is an asset.

Compensation

This is a 35 hour per week position. The compensation for this position is $48.53/hour ($88,324 annually) in addition to a comprehensive benefit package and flexible working hours.
