The Manager, Security and Regulatory is responsible for ensuring Air Canada’s security program and operations comply with all applicable national and international aviation security regulations. This role supports the development, implementation, and oversight of regulatory compliance strategies, conducts oversight activities, supports the development of policies and processes, liaises with regulatory authorities, and provides subject matter expertise across the organization to mitigate security risks and maintain operational integrity.
Responsibilities
- Support the development, implementation, maintenance and continuous improvement of Air Canada’s Security Management System through consistent and effective regulatory compliance activities.
- Act as subject matter expert for all security regulatory compliance issues, and provide guidance and assistance to all departments, including within Corporate Security.
- Monitor and interpret Canadian and international aviation security regulations and ensure compliance across Air Canada operations.
- Develop and maintain security compliance programs, policies, and procedures aligned with regulatory requirements and industry best practices.
- Lead internal audits and assessments to identify gaps and implement corrective actions. Provide direct support for all external audits and assessments, ensuring root cause analysis and corrective actions are effective.
- Work closely with AC Law branch, Transport Canada, the Transportation Security Administration, and all foreign Civil Aviation Authorities to ensure that any potential or actual non-compliances are addressed appropriately through corrective actions and recorded in Air Canada’s Safety Management System.
- Serve as the primary liaison with regulatory bodies for inspections, investigations, and reporting, associated with passenger and cargo operations, as assigned by team leadership.
- Coordinate and support regulatory submissions, exemptions, and approvals.
- Provide regular and consistent guidance and functional direction to operational branches, including monitoring, training, and the review and approval of business processes and standard operating procedures.
- Collaborate with internal stakeholders (e.g., Legal, Airports, Cargo, Corporate Safety) to ensure cohesive compliance strategies.
- Track and report on compliance metrics, incidents, and enforcement actions.
- Actively participate in industry associations, represent Air Canada at industry forums and regulatory working groups.
- Review and approve internal security and external training content.
- Ensure that any identified potential or actual trends in relation to regulatory compliance are addressed promptly and appropriately across the network.
- Work closely with Strategic Procurement to ensure that all contracted service providers receive accurate information about roles, responsibilities, training requirements and compliance obligations.
- Support the preparation and participation of Corporate Security during IOSA beta and biennial audits.
- Provide direction on the security regulatory aspects of new and existing routes with the effected operational branches and Strategic Procurement.
- Provide direction to the commercial and operational branches to identify and resolve the security aspects of new products, processes, and services.
- Provide expertise to Managers, Security Operations, as required during investigations, assessments, and for the development and maintenance of foreign AOSPs.
- Provide expertise to the Passenger Conduct and Assessment team regarding regulatory obligations, including for government watchlist programs.
Qualifications
- University degree in a related field.
- 5-10 years: experience in the aviation and regulatory compliance fields.
- Knowledge of the industry and Air Canada operations and affiliates.
- Knowledge of aviation security legislative framework and international standards.
- Flexibility, comfort working in an operational context.
- Strong verbal and written communication skills, including the ability to interpret regulatory documents and prepare, clear, concise internal instruction documents.
- Strong understanding of regulatory compliance.
- Understanding of domestic and international security requirements.
- Ability to manage multiple priorities simultaneously.
- Ability to develop a network of contacts within the industry and government agencies.
- Capacity to multi-task and excellent time management skills.
- Proven ability to develop a network of contacts within the industry/government agencies.
- Project Management experience an asset.
- Proven leadership skills.
- Ability to analyze complex issues and develop plans of action.
- Demonstrate punctuality and dependability to support overall team success in a fast-paced environment.
