Manager, Labour Relations at Surrey Schools (School District #36 Surrey)

Job Summary

The Manager of Labour Relations reports to the Director of Employee / Labour Relations and is a key member of the Labour Relations team. The role will be responsible for a portfolio and will work closely with the team, Human Resources contributors, and front-line managers / Principals to support successful educational outcomes.

Responsibilities
  • Conduct and oversee discipline processes and investigations, including allegations of harassment.
  • Manage and participate in the grievance process, ensuring proposed solutions maintain the integrity of the district and align with the terms and spirit of the collective agreements.
  • Provide strategic advice to District senior staff, including Senior HR staff.
  • Support all aspects of HR and develop positive relationships with the Unions, Associations, BCPSEA and other stakeholder groups.
  • Ensure appropriate interpretation and administration of the Collective Agreement, Board Policy, applicable legislation and related contracts.
  • Mentor and guide site-based management in Labour Relations and investigative matters.
  • Be part of the Collective Bargaining Team.
Qualifications
Education & Experience
  • A bachelor’s degree in human resources, business administration or a related field with a minimum of seven years of experience in employee / labour relations with increasing responsibility and complexity. An equivalent combination of education and experience will be considered.
  • Professional certification or designation such as CHRP is an asset.
  • Experience in collective bargaining and negotiations.
  • Previous experience in the K–12 sector is an asset.
Knowledge, Skills, Abilities
  • Knowledge of applicable provincial laws and regulations related to employment and labour law.
  • Knowledge of the provincial labour relations environment including arbitral jurisprudence.
  • Superior communication and organizational skills.
  • Ability to develop excellent working relationships and credibility with individuals at all levels of the organization.
  • Ability to anticipate and assess risks, issues and opportunities from both business and organizational perspectives; make balanced recommendations for resolution.
  • Experience in conflict resolution and mediation.
  • Experience in conducting grievance meetings, discipline proceedings, settlement agreements and terminations with and without cause, and grievance arbitrations.

The salary range for this position is $112,430 to $140,537 per year with a comprehensive benefits package and Municipal Pension. Placement within the salary range is determined by qualifications and internal equity considerations; the midpoint represents full job knowledge and experience.
