What can I expect to do in this role?

Operational Leadership

  • Provide leadership, management, direction, and oversight of Municipal Enforcement staff that includes 24/7 service.
  • Responsible for the performance of enforcement operations for the Municipal Enforcement Services department including parking, by-law and licensing compliance, and coyote response protocols.
  • Resolve complex issues, provide informed guidance to staff, and adapt divisional procedures to ensure compliance and operational efficiency.
  • Oversee supervisors to deliver daily operations of assigned staff, including workload distribution, performance evaluation, and management of vacation and overtime requests.
  • Develop and manage key performance measurements and short and long-term divisional planning.
  • Understand current impacts and be able to trend forward to anticipate how to position the division to make best use of funding, technology, and staff to meet the needs of all stakeholders.
  • Research, prepare and execute detailed plans, reports, and policy recommendations for senior management, public meetings, committees, and council.
  • Creation of by-laws that support the strategic needs of the town and the town’s strategic plan.
  • Present reports and proposed by-laws to Council to achieve the needs of the town.
  • Coordinate with the Manager, Strategy, Licensing and Business Services to ensure effective communications and efficiencies of service are achieved between the administration of permits, licences, penalties and enforcement processes.
  • Support strategic divisional and corporate initiatives as needed.
  • Address the duties of the Director in his/her absence and provides backup to the Manager, Strategy, Licensing and Business Services.

Community Liaise

  • Resolve community issues, mediating community problems, and presenting the town’s enforcement programs to stakeholders (residents, business, licensees, media, police and other community stakeholders).
  • Develop news releases, oversee and manage social media content and engagement, and act as a media contact, representing the department in interviews.
  • Provide information, address inquiries and prepare responses to concerns raised by Council, senior staff and members of the public as well as assess requirements for service delivery and implement action plans in response to issues raised.
  • Liaise with Halton Regional Police Service (HRPS) as a partner enforcement agency for resource-related issues as well as officer safety issues along with other key community stakeholders.

Budget Monitoring, Preparation, Implementation

  • Responsible for initiating budget requests for both the operating and capital budget.
  • Responsible for monitoring divisional revenues and expenditures to ensure budgets stay within Council approved limits.
How do I qualify?
  • Undergraduate degree or equivalent in Public Administration, Law and Security, Business or Political Science or a related field.
  • Minimum of 8 years of management experience within positions addressing issues such as legal, by-law enforcement or dispute resolution.
  • Certification through the Municipal Law Enforcement Officers’ Association.
  • Certification through the Ontario Association of Property Standards Officers.
  • Quantitative noise enforcement training/certificate.
  • Presentation skills and the ability to work effectively with the public.
  • Ability to develop new by-laws using powers available in higher-level legislation in order to achieve the strategic goals of the town.
  • Proven ability to lead diverse teams, emphasizing innovation, collaboration, transparency, and accountability.
  • Demonstrate a strong understanding of applicable legislation, regulatory authority, and the legal framework governing municipal enforcement to effectively resolve complex issues, provide informed guidance to staff, and adapt divisional procedures to ensure compliance and operational efficiency.
  • Excellent writing skills for preparing detailed business proposals and corporate reports.
  • Extensive experience in managing licensing processes and administration, including application, issuance, renewal, and appeals.
  • Proficiency in financial analysis and reporting, budget development, expenditure forecasting, and interpreting financial reports.
  • Please note that successful candidates, who are new hires or have not performed this position previously will be required to provide a satisfactory criminal record check dated within 30 days as a condition of employment.
