POSITION: Health and Safety Officer

SALARY: $100,791 to $118,573

Responsibilities
- Work collaboratively with the Board’s current Health and Safety Officer to maintain, develop and update Board procedures, programs and best management practices for compliance with the Occupational Health and Safety Act, associated regulations and other education-sector legislation.
- Administer the Board’s Health & Safety policies, procedures and programs in cooperation with Board administration and staff.
- Provide timely and accurate information regarding health and safety issues, policies and best practices.
- Liaise and act as a resource to Board employees, Principals, Supervisors, Senior Administration and regulatory agencies (e.g. Ministry of Labour, Public Health, Ministry of the Environment, Fire and Police Departments).
- Ensure existence and functionality of the Board’s Joint Health and Safety Committees.
- Advise the Board’s Joint Health & Safety Committees, ensuring compliance with monthly inspections and quarterly meetings, training for committee members and coordination of responses to concerns.
- Assist with the development and delivery of employee training programs as required by legislation, Board policy and training on specialized health and safety topics (e.g. New hire orientation, asbestos, first aid, CPR, WHMIS, inspections, ergonomics).
- Develop safe work procedures for specific job and process functions.
- Perform on-site safety audits and inspections of schools and buildings, evaluate performance, identify unsafe conditions, recommend corrective action and implement follow-up assessments.
- Work with site staff to mitigate job site risks and develop response measures to remediate issues.
- Develop and coordinate legislatively required inspections of facilities and equipment for OHS compliance (e.g. annual lifting device inspections) and coordinate required testing to identify hazards.
- Assist in the development of emergency plans to manage internal and external emergencies of a localized and/or system-wide nature.
- Respond to and provide consultation and support for incidents/accidents, critical injury investigations, work refusals, work stoppages and investigation of unsafe working conditions.
- Support and collaborate with Wellness Officers to manage WSIB claims and reduce accident frequency and severity by improving health and safety practices.
- Assist in the maintenance of the On-Line Incident Reporting Tool, ensuring data is complete and submissions/responses are timely and thorough.
- Prepare reports highlighting management trends and areas of concern.
- Collaborate with Facility Services, Human Resources, Superintendent of Education – Student Well-being, and other departments to promote and maintain a psychologically healthy and safe workplace.
- Maintain the Board’s Workplace Violence Program and WHMIS/PPE programs.
- Promote health, safety and well-being of all employees.
- Demonstrate a commitment to creating a fair, inclusive, anti-racist environment for all stakeholders and to supporting diverse constituencies and populations.
- Perform other duties as assigned by the Superintendent of Business and Treasurer.
Qualifications
- Post-Secondary diploma or degree in Occupational Health and Safety or a related field.
- A minimum of five (5) years of experience related to Health and Safety.
- CRSP, CSP, CHSC designation or working towards that designation is preferred.
- Strong communication (verbal and written), public relations, leadership and interpersonal skills.
- Experience in health and safety within an education sector and in a unionized environment is preferred.
- Thorough knowledge of the Occupational Health and Safety Act, its regulations and related legislation (e.g., EPA, Safe Drinking Water Act, Fire Code, AODA).
- Strong research, analytical, problem-solving, strategic thinking and communication skills.
- Proven ability to build collaborative relationships and provide excellent service to diverse teams.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint).
- Must have access to transportation throughout Windsor and Essex County.
