The Finance Branch plays a vital role in ensuring financial integrity, accountability, and innovation in delivering services that impact the lives of citizens across Saskatchewan. The Ministry of Social Services is seeking a collaborative and strategic leader with expertise in financial planning, budget management, and contract oversight for the position of Director, Financial Planning.
Reporting to the Finance Branch's Executive Director, you will:
- Lead the development, implementation, and monitoring of the ministry's strategic financial plan to align resources with fiscal targets and ministry priorities.
- Oversee monitoring, analysis, and management of expenditures, revenues, and FTE allocations to ensure resources achieve ministry objectives.
- Provide spending oversight by engaging with division management teams to create accountability in resource management.
- Oversee reviews and monthly forecasts of ministry spending to provide accurate recommendations that support executive decisions.
- Develop long-term forecasting processes to manage budget pressures, program changes, and new initiatives.
- Lead the Contract Administration Unit to support ministry programs through community-based organizations in alignment with ministry plans.
- Develop and maintain frameworks, policies, and standards for third-party service provider contracts to ensure consistent and accountable management.
- Provide accounting oversight over contracts, amendments, payments, recoveries, and compliance with regulations to ensure stewardship of public funds.
The successful candidate will have:
- Strong leadership and management skills with the ability to oversee staff across multiple locations.
- Extensive knowledge of budget planning, forecasting, and financial analysis in a public sector environment.
- Experience in contract administration, compliance, and accountability frameworks for third-party service providers.
- Demonstrated ability to influence and negotiate with diverse stakeholders.
- Exceptional communication and analytical skills to develop credible analysis and provide strategic financial advice.
- Typically, this knowledge would be obtained through a degree in Commerce, Business Administration, Economics, or a related discipline, combined with significant related experience in financial planning and leadership roles. A professional accounting designation is considered an asset.
