The Opportunity
Reporting directly to the Manager, Financial Planning & Analysis, the Financial Analyst will handle the financial activities of the assigned portfolio including: journal entries, account reconciliation, financial controls and quality assurance activities, collection and input of financial information, preparation of financial reports, supporting the preparation of annual operating and capital budgets and business planning, performing financial analysis and forecasting, and preparing and reviewing monthly and tri-annual financial variance and forecast reports with decision makers of the assigned portfolio.
The successful candidate will perform duties as described below.
Responsibilities
- Financial planning support for budget target setting, delivering training and ongoing assistance to departments to deliver a robust and transparent budget to Council, coordinating the formal Budget Document, reviewing proposed changes in service levels, and providing input and financial analysis.
- Participates in the preparation, development and coordination of the annual operating and business plan.
- Ongoing financial analysis and support to departments via monthly review of operating transactions and variance to budget, regular meetings with departments to discuss variances, consolidation of departmental feedback on variances for quarterly/triannual reporting, proactive advisement on unusual items, seeking departmental input, and acting as financial representative for grant programs including submissions, reporting, and payment requirements.
- Assists with general ledger account use, budget availability, procurement review, Council report financial implications development and review, and sharing financial knowledge to resolve issues.
- Analyzes monthly budget variance reports and corrects coding errors to ensure the integrity of financial information; prepares journal entries.
- Collaborates with program managers to review financial activity, interpret financial data and provide recommendations on budget matters and variances.
- Prepares and files commodity tax return(s).
- Prepares and reports to Council on tri-annual variance reports, forecast reports, investment reports, Council remuneration reports, Municipal Performance Management Practices (MPMP) reports, and audited reserve and reserve fund balances among others as required by the Accessibility for Ontarians with Disabilities Act (AODA).
Ideal Candidate / Qualifications
- Post-secondary degree in Accounting or a closely related field.
- Three years of accounting, budgeting and forecasting experience.
- Demonstrated knowledge of accounting principles and practices, data processing systems, and financial control procedures.
- Experience in financial variance analysis, preparing financial reports, and developing spreadsheet and/or database applications.
- Ability to work a flexible schedule, including in the office, remotely, and after hours as required.
Benefits and Other Information
- Salary range of $85,559.51 to $106,949.39 plus a competitive benefit package.
