The Thompson-Nicola Regional District is located in south-central British Columbia, with dozens rural and urban communities spread across 44,300 square kilometres. The TNRD provides more than 120 local government services to approximately 144,000 people in 10 Electoral Areas, 11 member municipalities, and 25 First Nations. The TNRD is headquartered in the City of Kamloops, the largest community within the regional district. The Thompson-Nicola region has a vast range of climates that experience true four-season weather, with plenty of year-round sunshine, little rain, and warm summers. Residents generally have short commutes, easy access to recreation and the outdoors, and a high quality of life. The TNRD acknowledges that we are located within the unceded, ancestral lands of the Nlaka?pumux, Secwépemc, St?at?imc, and Syilx Nations.

The Role: As a key member of the Management Team, the Manager of Finance plays a strategic leadership role within the Finance Department. Reporting to the Chief Financial Officer (CFO), this position requires a highly motivated, detail-oriented professional with a collaborative approach to planning, coordinating, and administering all aspects of the District’s financial services. The Manager of Finance oversees the day-to-day operations of the Finance Department and supports the CFO in fulfilling the statutory responsibilities of Financial Administration as outlined in the Community Charter and the Local Government Act. The role is also responsible for analyzing financial data, identifying opportunities to enhance efficiency, and leading process improvement initiatives across the organization. A continuous improvement mindset is essential to ensure best practices are considered and embedded throughout all financial processes. This position frequently handles confidential information, personnel matters, and interactions with the public, requiring sound judgment, tact, and discretion at all times.

Key Position Accountabilities:

  • Supervise and direct the Finance and Grants Departments staff on a day-to-day basis. Plan, schedule and monitor work and performance.
  • Manage and report the financial activities for the TNRD to meet the information needs of management, government, and statutory bodies. Includes the preparation of new service establishment costs, tax requisition planning and allocations, while supporting staff and management in the preparation of financial statements and supporting the annual audit.
  • Monitor internal controls and contribute to the implementation and improvement of financial systems and policies to promote the best use of resources while ensuring information is complete, accurate and readily available to decision-makers.
  • Manage the investments of the Regional District in accordance with the requirements of the Local Government Act and Community Charter.
  • Educates and supports staff, managers, and the Board in understanding financial processes, including the development and monitoring of budgets, and the application of financial policies and procedures.
  • Assist in the development of financial administration policies.
  • Coordinate and monitor investment activities to provide timely information for management decisions (i.e. Cash needs, investments, etc.) and prepares cash flow projections.
  • Manage the completion of work for contract clients and perform confidential and senior-level work, including, but not exclusive to, preparation (including staff sign off) of the annual Financial Statements, 5-Year Financial Plan, cash flow requirements, reporting to management and the Board, benefits administration, supervision of the audit, and labour contract costing and budgeting.
  • Assist with the planning and preparing of capital and operating financial plans. Research and make recommendations on complex technical issues.
  • Serve as a key financial resource during Emergency Operations Centre (EOC) activations, providing financial advice and documentation.
