Essential Qualifications
  • Post-secondary education, with knowledge of legislative, legal and/or governance systems in a public sector environment. An equivalent combination of education, training and experience relevant to governance and policy may be considered.
  • Experience translating strategic priorities into departmental initiatives and options.
  • Experience managing a budget and providing input into the government estimates cycle or similar fiscal planning framework.
  • Significant management experience with responsibility for human resources.
  • Experience providing leadership and direction in the design and implementation of legislation, policies and programs.
  • Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future.
  • Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
  • Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
  • Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
Desired Qualifications
  • Knowledge of the principles of statutory, administrative and contract law.
Duties

As a member of the System Performance and Accountability (SPA) divisional management team, the Executive Director is responsible for the leadership of the Governance and Policy Branch (GPB), which includes three major service areas. The Executive Director provides advice to the Assistant Deputy Minister, Deputy Minister and Minister of Education and Early Childhood Learning.

The Branch leads the design and innovation of governance structures, legislation and policy for Manitoba’s K-12 education system. The Branch is responsible for the administration of the public education system; oversight of the independent, international and homeschooling programs; the Minister’s legislative agenda; the department’s regulatory projects; and litigation involving the department. The incumbent is the main point of contact for key sector partners including the Teachers Retirement Allowances Fund and the Manitoba School Boards’ Association on matters of labour relations and collective bargaining.
