Job summary

Reports to the General Manager, the Estimator supports all Pacific Bids & Estimates and helps develop price proposals by performing estimating duties such as bid document management and organization, preparing take-offs for construction projects and researching information for incorporation into bids.

Primary / Essential Responsibilities and Duties
  • Reviews tender documents and attends pre-bid meetings to determine scope of work and required contents of estimates.
  • Analyzes tender documents, plans, specs and other documentation to prepare time, cost, materials and labour estimates.Manage quantity surveys and take-offs as required.
  • Manage detailed material lists based on the tender documents and specs and forwards to Material Manager for pricing.
  • Reviews and incorporates historical data from prior estimates, purchase agreements and subcontracts in order to gain information for current bids.
  • Analyzes and evaluates bids from subcontractors for their completeness and accuracy in scope of work.
  • Develops scope of work for subcontractors and suppliers.
  • Prepares submission and coordinates for bid day with other staff involved in the estimating process.
  • Ensures compliance with the tender documents/requirements.
  • Ensures all general conditions of the tender document are met i.e. insurance/bonding/special requirements.
  • Liaises with the management for strategic estimate approach and feedback on estimates.
  • Creates initial construction schedule and cash flow forecast
  • Tracks and follows upcoming projects within SharePoint and updates weekly.
  • Prepares and presents project turn over package upon award of contract.
  • Performs other related duties as assigned
Qualifications
  • Bachelors degree in Engineering or related field
  • A minimum of five (5) years of relevant estimating experience preferably gained in the construction or railway industry.
  • Ability to read, understand and interpret drawings and specifications
  • Proficiency in reviewing contract documents.
  • Strong verbal and written communication skills.
  • Strong presentation skills
  • Ability to effectively manage multiple tasks and priorities, and meet deadlines.
  • Proficiency utilizing common business and estimating applications such as Microsoft Office products, Hard Dollar, Explorer or JD Edwards software.
Physical Requirements and Working Conditions
  • This is full-time position;
  • Occasional weekend or night work may be required;
  • Occasional exposure to outdoor construction sites in all weather conditions may be required;
  • Majority of the field work is on and around live track (trains);
  • Work may be in urban, rural or isolated areas. Accommodations and transportation will be provided, if required.
