Overview

Manitoba government is seeking multiple Environmental Remediation Specialists to join the Department of Environment and Climate Change. This recruitment includes two permanent positions and two term positions (appointments ending in 2030). In addition, two more term positions are currently under review, with terms expected to end in 2029. The role supports Environmental Programs and Remediation within the Environmental Programs and Remediation Branch, addressing environmental and public safety concerns at sites such as orphaned and abandoned mines, contaminated sites, and quarry rehabilitation across Manitoba.

Position(s): EO3 Environment Officer 3; Regular/full-time and Term/full-time; Locations: Winnipeg, MB and various rural locations in MB; Salary: EO3 $68,352.00 - $95,152.00 per year. Closing Date: October 5, 2025.

Duties

Reporting to the program manager in each unit, the Environmental Remediation Specialist will be responsible for the remediation of quarries, contaminated sites or orphaned mine sites across Manitoba. This includes project management, contract management, and coordination of remediation projects within the branch.

Responsibilities
  • Remediation, rehabilitation, site management and monitoring work to reduce environmental and health risks, support public safety, protect prior investments in infrastructure, and reduce the province\'s environmental liability.
  • Collaborate with stakeholders and manage programs and operational guidelines within the Environmental Programs and Remediation Branch.
Qualifications

Essential:

  • Degree in Environmental Science or a related discipline with relevant work experience in an environmental field, or an equivalent combination of education, training and experience may be considered.
  • Experience in site remediation including a variety of remedial options and treatment technologies, remediation project management, environmental monitoring and site management.
  • Excellent written communication skills including the ability to write technical reports and correspondence for a variety of audiences.
  • Ability to research, and make recommendations to improve programs and policies, and to maintain operational guidelines.
  • Experience in the evaluation and analysis of scientific data, reports, and technical documents.
  • Effective verbal communication skills, including the ability to communicate technical and non-technical information to a variety of audiences.
  • Ability to establish and maintain effective working relationships with various stakeholders.
  • Ability to work independently under limited supervision with strong organizational and time management skills.

Desired:

  • Working knowledge of environmental legislation such as the Environment Act, Contaminated Sites Remediation Act, Dangerous Goods Handling and Transportation Act, or the Mines and Mineral Act.
  • Experience in contract management, managing government-funded programs, and/or provincial grants.
  • Project management experience.
  • Experience managing budgets.
  • Ability to read, write, and verbally communicate in French.
Conditions of Employment
  • Must be legally entitled to work in Canada
  • Must be physically capable of performing the required duties of the position such as:
    • Some exposure to potentially hazardous conditions when visiting work sites.
    • Continuous standing, continuous walking and lifting and carrying up to 40 lbs.
    • Working outdoors in both winter and summer in extreme temperatures and weather conditions.
  • Must have a valid Class 5 driver\'s licence.
  • Occasional overnight stays may be required when travelling to distant work sites or attending conferences or out of office meetings.
  • Occasional visits to work sites within the province by ground, water or air, which may require overnight stays (possibly in a camp environment). While at outdoor work sites, exposure to heavy construction equipment, noise, dust, hand/power tools, moving equipment, slip-trip-fall, carrying/twisting, insects, excavations, chemical and assorted types of waste exposures, animals, open water, vegetation and sharp objects, work alone and remote environments.
  • Some positions may require a satisfactory criminal record check.
