The Applications Development Senior Group Manager is a senior management level position responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology Team. The overall objective of this role is to drive applications systems analysis and programming activities.

This is a Full Stack Technology role with strong hands‑on experience in building high‑performing, scalable, enterprise‑grade Custody Credit and Tax applications. You will be part of a talented software team that works on modernizing, scaling and stabilizing Custody Credit and Tax franchise‑critical applications. The Senior Group Manager will be responsible for achieving significant business results, understanding client requirements and leading the development team on the design, implementation and delivery while providing expertise in the full software and AI development lifecycle, from concept and design to testing, providing authoritative advice including responsibility over technical strategy.

Responsibilities
  • Manage/develop multiple teams of professionals to accomplish established goals and conduct personnel duties for the team (e.g. performance evaluations, hiring and disciplinary actions) as well as ensure the team adheres to best practices and processes. Develop vision for the team around roles and responsibilities, and structure the team to ensure greatest impact, efficient use of resources, and alignment to business structures.

  • Prepare and present regular team/project reviews to senior management and business leaders.

  • Drive the design and development of system architecture, AI frameworks, work with end‑users of the systems, and enhance the quality of deliverables. Ensure staff follows Citi documented policy and procedures as well as maintain desktop procedures and supporting documentation for filings on a current basis and in comprehensive manner.

  • Monitor and manage approach/end results, budgeting, planning, policy formation, and contribute to future strategy of the area(s).

  • Ensure change is managed with appropriate controls, documentation, and approvals including implementation of new and revised regulatory reporting requirements.

  • Research and resolve issues, provide recommendations, and elevate to senior management as needed.

  • Manage and maintain all disaster recovery plans, oversee appropriate testing, and provide permit‑to‑operate for new applications.

  • Lead and deliver local staff forums, present global, regional, and location news and updates to engage the team in the progress of the organization.

  • Contribute to defining and implementing best practices and processes for the department and ensure transparency and consistency across teams.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm’s reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications
  • 15+ years’ experience in application development within the industry, with a minimum of 10 years of hands‑on experience specializing in the leadership and hands‑on development of franchise‑critical applications. Experience with Scaled Agile is a must.

  • 10+ years’ experience leading large technology transformation initiatives. Deep understanding of designing highly available and highly scalable systems.

  • 5+ years hands‑on experience in Java, Spring, Spring Boot, Spring Cloud, J2EE design patterns, REST services, microservices, Docker/Kubernetes, messaging product like Kafka, front‑end technologies (JavaScript, Angular, CSS2/CSS3, HTML).

  • 2+ years of experience using AI tools to build new models/products and to improve the development team’s productivity. Knowledge of Agentic AI is a plus.

  • Hands‑on experience in relational (Oracle/DB2), No‑SQL (MongoDB) and Unix commands.

  • Hands‑on experience working/deploying applications on Cloud. Deployment acquaintance in Apache Tomcat, OpenShift, or public cloud environments.

  • Expertise in BDD or TDD (Junit, JMeter), CI/CD, build, version control, and development tools. Hands‑on experience in code testing tools like Junit, Mockito, Cucumber.

  • Working knowledge of industry practices (ISO 20022, Sanctions, AML) and standards.

  • Consistently demonstrates clear and concise written and verbal communication.

  • Excellent analytical and problem‑solving skills and the ability to work well independently.

Education
  • Bachelor’s degree/University degree or equivalent experience.

  • Master’s degree preferred.
